Dr. Thornton then introduced the first item on the agenda, an overview of the Governor's proposed fiscal 2002 budget. Mr. Warren Deschenaux (Director, Office of Policy Analysis, Department of Legislative Services) began the overview. He noted that the Governor's budget proposal includes $22 billion in spending, an increase of $1.5 billion (7 percent) over last year's budget. The spending proposal is also $209 million more than the Spending Affordability Committee authorized. Mr. Deschenaux said the proposed budget would create a substantial reduction in available Rainy Day funds. He also indicated that operating expenses in the budget proposal exceed estimated revenues and that some parts of the base budget are not adequately funded. Mr. John Rohrer (Coordinator, Fiscal and Policy Analysis, Department of Legislative Services) continued the overview, noting that funding in the operating budget for capital projects is high.
