The number of animals with disabilities, chronic diseases, and other conditions that require special care is constantly rising, and these animals are beginning to find a special place in pet owners' hearts. "Animals are amazing in their ability to recover and adapt to life with a disability," says Dr. Robin Downing, a veterinarian in Windsor, Colorado. "Often it's much harder for us as people to get over our prejudices about special needs pets than it is for the animals to get over their disabilities." Less obvious needs Many animals with mental retardation or cognitive function problems can do quite well with a little extra attention from owners, though results can vary widely depending on the pet's condition. Dr. Downing's cat Kramer was born with cerebellar hypoplasiapart of his brain did not fully develop. He can think and reason as well as any other cat, but he has problems coordinating the movement of his legs, and he often stumbles and falls. When he does, he simply picks himself up again. "He was born this way," explains Dr. Downing, "and he's never known any other kind of life. He doesn't know he's different from any other cat." Kramer mostly lives his life as a normal cat, but he does require some protection from staircases and other precarious places where his falls could be dangerous.

In some instances, a problem does not become evident until the demands of school exceed the child's skills in coping with his or her disability. In other cases, the disability may not occur until the child is older. For instance, a disability may be acquired as a result of a traumatic brain injury or as a result of other environmental factors. A disability may also not be identified until a child is older because the procedures used for screening, referral, testing, and/or identification are ineffective. PROBLEMS AND SOLUTIONS FOR SCHOOL SCREENING It is important to understand that there is no standard or uniform battery of tests, checklists, or procedures to follow for the identification of most students with disabilities. While there is a basic structure to the identification process, there is considerable variability in how students may come to be identified, including the types of tests used in screening and the processes by which they are referred.

I know I do. But this definition of special needs is incomplete. The special education "community" encompasses all children whose academic needs cannot be met in a typical classroom environment. If we think of intelligence in a linear way, the typical special-needs student is at one end of the spectrum and the gifted student is at the other, like opposite sides of the same coin. Hairston, Superintendent, Baltimore County Schools, testified in support of the Commission's approach to measuring adequacy. He also testified in support of the Commission's recommendations for increased funding for special education, transportation of disabled students, academic intervention, teacher mentoring, full-day kindergarten, and early childhood education. Donald Arnold, President, Baltimore County Board of Education, concurred with the Commission's conclusion that its recommendations were fiscally responsible and that funding for public schools was among the State's highest priorities. He testified in support of the Commission's recommendations for increased funding for special education, transportation of disabled students, and programmatic enhancements.
