The Fund is still the only public entity workers' compensation group self-insurance program in Maryland. Five boards of education were founding members at January 1, 1984: Calvert, Caroline, Charles, Frederick and Queen Anne's. St. Mary's joined January 1, 1985; Cecil, August 1, 1985; Washington, December 1, 1985; Allegany, July, 1987; Harford, July 1, 1990; Wicomico, July 1, 1995; Dorchester, July 1, 1999; Worcester, September 1, 2000; Somerset, October 1, 2000; and Kent, September 1, 2001. Governance return to top The Fund is governed by a board of trustees with four trustees named by the Maryland Association of Boards of Education and one by each of the Fund members. The MABE executive director serves as an ex officio member. Each member-named trustee has an alternate who may vote in the absence of the trustee. The trustees operate under the terms and conditions of the Trust and Indemnity Agreement and Bylaws. The trustees meet five or six times a year to conduct the Fund's business and become informed on timely issues
