Extractions: Program ... Links Of Interest Identification of financing options is an essential element of environmental quality management programs. EPA has a long tradition of providing grants to municipalities for expanding and upgrading centralized publicly-owned wastewater treatment facilities. With passage of the Safe Drinking Water Act Amendments (SDWA) of 1996, EPA assumed a role in the financing of drinking water facilities. The Clean Water Act (CWA) Amendments of 1987 provided additional flexibility for the funding of other water quality projects related to abatement of nonpoint source pollution and implementation of estuary plans. During the 1970s and 1980s, the Construction Grants Program was a major source of Federal funds, providing more than $60 billion for the construction of publicly-owned wastewater treatment projects. These projects, which constituted a significant contribution to the nation's water infrastructure, included sewage treatment plants, pumping stations, and collection and interceptor sewers; rehabilitation of sewer systems; and control of combined sewer overflows. The Construction Grants Program led to the improvement of water quality in thousands of municipalities nationwide.
