Technical assistance includes conservation planning and the design, layout, and installation of approved conservation practices. NRCS has traditionally provided technical assistance for conservation planning and practice installation, and will continue to do so. Whats new is that technical assistance may also be available from individuals outside of USDA, known as Third Party Vendors, in addition to NRCS. Why Third Party Vendors? The 1996 Farm Bill authorized the use of Third Party Vendors for technical assistance. The 2002 Farm Bill pending legislation includes additional language on the use of Third Party Vendors, including payments to vendors for that assistance. NRCS wants a Third Party Vendor system that provides quality and convenient assistance.
