Because the budget year runs from July 1 through June 30, the money would be available, pending final budget approval, no earlier than July 1, 2000, for the fiscal year 2000-2001. The legislative action was in response to the Winthrop Health Study, efforts by Winthrop elected officials, and the health concerns of many communities in the vicinity of Boston, Massachusetts.

In the past year 39 states have either prepared new or revised existing academic standards. Forty six states are developing or already have in place assessments and other accountability systems to measure achievement on their standards. The Education Commission of the States has prepared a document on standards and education subtitled A Roadmap for State Policymakers . National organizations like the American Federation of Teachers and the Thomas B. Fordham Foundation issue yearly reports evaluating the quality of these state standards.
