For the past five years, he has been researching and writing a history of Valparaiso University. This article is Part I in a series of conversations with him about significant events in the University's history. VALPO: The University was established by the Methodists in 1859 as the Valparaiso Male and Female College. In 1873 the Northern Indiana Normal School was created by Henry Baker Brown. It wasn't until 1925 that it was purchased by the Lutheran University Association (LUA). What were the times like right before and during the purchase? Just prior to 1925, Valparaiso University was owned by the Brown family and governed by a board. By the early 1920s, Henry Baker Brown had died and the University was verging on bankruptcy. It had big debts and was on the slope downward. The owners were desperate and were looking for a buyer, trying to peddle it to many people. World War I was a major factor in the University's financial decline, because the men left to fight the war and the women replaced the men in factories. The University's enrollment collapsed.

This position was adopted nearly 40 years ago after the first voucher proposals were introduced as a way for southern states to bypass desegregation laws. Over the years we have seen a number of voucher, tuition tax credit proposals and parochiaid proposals introduced around the country. As each proposal is introduced we look at it and evaluate its merits or failings before taking a stand. Since 1960 we have renewed our anti-voucher stand a number of times (In Michigan this is usually every 5 years). PTA opposes vouchers and tuition tax credits for a variety of reasons. We believe that all children deserve a quality education, not just those who can afford it or whose parents are in a position to know about or take advantage of a voucher.

Last month’s Supreme Court decision gave the go-ahead to a six-year-old pilot program in Cleveland’s inner city.     Extractions: The first diocesan school organized outside of Detroit was the school affiliated with the newly dedicated Church of St. Mary. It was begun January 15, 1846 with a small group of Sisters under the guidance of Fr. Louis Gillet, the pastor. The Sisters would soon be known as Sisters, Servants of the Immaculate Heart of Mary (IHM). The nuns taught their young female charges within their own house until the following year when a two-story wooden frame school was built. The old church bell of St. Antoine found a new home atop this building and remains in the IHM Museum today. The end of the first school year was August 2, when the "distribution of premiums by the Bishop" took place. The young boy pupils met in a brick building opposite St. Mary Church, and were instructed by a Mr. Thomas Digue. The schools remained under the guidance of the Redemptorist Fathers, until their departure from Monroe in 1855. The Redemptorists had helped maintain the schools by their mission work. That and the Sisters' dowries had been used for improvements. Tuition was minimal and was the only steady source of income. Records indicate few boarders and about two hundred day students, although probably not at one time. Several parishioners had complained that the Sisters were a financial burden and the Sisters wrote back from Pennsylvania that the attitude was different there. No salaries were paid to the Sisters for many years, and the parish, unlike those outside Monroe, did not have the added expense of housing and utilities.

Gov. John Engler and state education officials announced the results of the 1999 Third International Mathematics and Science Study, or TIMSS, on Wednesday morning.
