The execution was notable because Gilmores was the first U.S. execution in 10 years and because Gilmore had steadfastly refused attempts to appeal his death penalty, insisting that he wanted to be punished for the crimes he had committed. The execution became more notable with the publication in 1979 of "The Executioners Song," a fictionalized depiction of Gilmores life by Norman Mailer. It was a strong start, but two centuries later, Wisconsin's 12,311 American Indian students lag behind their white classmates by nearly every measure: Just 73 percent of Indian ninth-graders graduate four years later, compared with 94 percent of white students. More than 16 percent of Indian high school students will be held back a grade, compared with less than 5 percent of white students. We hope that this Special Issue will help stimulate continuing research, dialogue, and debate about American Indian people's experiences in, and opinions about, boarding school. It is clear that there is much that remains to be done. Large off-reservation schools, such as Sherman Institute in Riverside, CA, as well as many smaller schools, on and off reservations, remain undocumented. Most of the research to date has focused on the schools prior to World War II. The more contemporary era from the War to the present is wide open, inviting those with the interest and the commitment to help document, preserve, and understand the educational experiences of American Indian people. So, at one time Indian religion was not popular at all, even Sioux religion. The missionaries were so effective to stamp it out that the majority of Indians actually turned against the old religion. They won't admit that, but that's exactly what happened. Just look at the tribes. They became Christians. They gave up the old ways and even ridiculed them. But I don't fault them because they were put through government indoctrination programs when the missionary and government agent worked hand in hand. Holmes: What did they actually do to the Indians to bring them to this?

Congress established the Foundation in December, 2000 under the Omnibus Indian Advancement Act (Public Law 106-568). The Foundation is authorized to accept contributions from private citizens and outside entities wishing to provide direct assistance to Indian students attending Bureau of Indian Affairs (BIA) schools. "Education is one of the highest priorities of this administration," said Secretary Norton. "We are striving to leave no child behind in our efforts to improve the quality of education - including those at BIA schools across Indian country. The American Indian Education Foundation will play a vital role in supporting Indian students and bringing hope to their parents and communities." Secretary Norton was joined today by Acting Assistant Secretary - Indian Affairs Aurene M. Martin and AIEF Founding Director Lorraine P. Edmo for the ceremonial swearing-in of nine business leaders, educators and social service professionals who will serve on the Foundation's 11-member board. The Secretary and the Assistant Secretary will both serve as ex-officio board members. The BIA school system is comprised of 185 elementary and secondary day and boarding schools on 63 reservations in 23 states serving 47,909 students.
