Just say "thank you," "good job," or "you're the best," and positive energy flows between, to and from both people. - Paula Gavin DIRECTOR'S REPORT April is Volunteer Recognition month. Thanks to the generous time and effort of many volunteers in our schools and community, we can more fully meet the needs of students and their families. Please remember to extend your appreciation to our volunteers, not only this month but every month of the school year. Special recognition is also in order for Bill Busse who is in his 25 th year of working for the Cooperative and the Fairmont Area School District. Spring has sprung! SPECIAL EDUCATION RULES The final regulations implementing the Individuals with Disabilities Education Act (IDEA), were published March 12. The Minnesota Educator recently reported some of the highlights of the Federal Rules under the title, "Special Ed Rules, More Flexible." While some of these Federal Rules do allow more flexibility and reduce some procedural requirements, particularly in regard to the discipline of students with disabilities, we still must follow the procedures specified in Minnesota Rule and Statute. For instance, the new Federal Rules require a school district to hold a manifestation determination meeting after ten cumulative days of suspension during a school year. Minnesota Rule, however, requires that a manifestation determination meeting be conducted for any suspension over one day

Elliott, M.D. Abstract A growing number of rural cancer patients are receiving chemotherapy in hometown clinics and hospitals. Local access to cancer care offers many advantages to patients and providers, but is it safe to give intravenous chemotherapy? What precautions should be taken? Most physicians are well aware of the regulations pertaining to the use of universal precautions to prevent the spread of infectious diseases. A similar approach should be used for hazardous substances. As health care leaders and employers, physicians need to know the risk of exposing employees and themselves to potentially hazardous substances like chemotherapeutic agents. This paper offers current information for physicians to consider when providing cancer care in local health care facilities. Most rural physicians who care for cancer patients are family practitioners and general surgeons. Cancer specialists, such as medical oncologists, hematologists, radiation therapy oncologists, oncology surgeons, and oncology clinical nurse specialists, are generally clustered in metropolitan areas.

Extractions: Since one of the goals of the deficit reduction process was to communicate with the community via the district web site, we thought this financial information might help answer questions and/or create other ideas related to the reduction process. The first graph will show what percentage of the total 2002-03 budget needs to be reduced to meet the budgeted goal of $5 million. The other data includes both graphics and charts to better categorize the school districts expenditures related to the 2001-02 budget. This information is presented in different ways to provide stakeholders with the complete picture of expenditures. Please feel free to contact the district with your questions through the web site or hotline. It is important to note that these reductions are for the General Fund only. The general fund provides funding for the K-12 regular and special education instructional and co-curricular programs, transportation programs, district-wide operational budgets and administrative budgets. Other funds (Food Service, Community Education and Family Education) are self-supporting and accounted for outside of the General Fund, so cuts in these programs will have no impact on the General Fund budget.
