The State of Minnesota has funded this network through various programs during that time. In 2002, the Department of Children, Families and Learning was requested to publish a report suggesting a permanent funding mechanism for this network. The Permanent Funding for K-12 School and Public Library Telecommunications Access Report to the Legislature recommends that a permanent source of funding, outside of the general education formula, be established to fund network access and maintenance on an ongoing basis. The regional coordinators, both K-12 school and regional public library system, have determined that the total cost of the network, after erate discount, for FY 2004/05 is $16 million per year for both schools and libraries. The regional public library system administrators work in cooperation with the K-12 school cluster coordinators to secure collaborative data access pricing and e-rate discounts.

Internet2 the next generation of the Internet is an ultra-high-speed network being developed by a nonprofit consortium of universities, industry and government to make the exchange of complex information simple. Building on the current Internet, Internet2 will involve the use of advanced technologies, such as multicasting, that will support new applications such as virtual laboratories and tele-immersion - a form of teleconferencing that makes users feel they are in the same room with a person who is miles away. "Internet2 is an exciting development with enormous potential for Minnesota schools," said Lee Whitcraft, co-executive director of TIES. "Internet2 will give schools access to a new realm of clear, virtual digital experiences, allowing them to expand beyond their boundaries into the world of the future." For example, he said, with the high-powered network, students will be able to virtually explore a functioning heart or view slides through an electronic microscope at a distant university.
