After careful consideration we respectfully decline to participate in your 1999 survey, though we thank you for the opportunity to do so. Our reasons for this should be clear from the results of last year's survey. Minnesota has a distinctive approach to statewide high standards in education that we believe will work for our schools, teachers, students and parents. However, our vision for education standards seems to be quite different from AFT's. Minnesota has a strong tradition of local control in education. State law prohibits us from setting specific curriculum for local schools or districts. Our Graduation Standards, therefore, do not specify what or how districts, schools, or teachers should teach. Instead, our broad content standards set out what our public high school graduates need to know and be able to do in order to succeed in whatever future they choose. Minnesota leaves decisions about curriculum and teaching methods completely in the hands of experienced educators, administrators and parents who are best able to judge what is needed for their local public schools and their students.
