Earlier research had already exposed the way JROTC misleads students concerning the anti-union history of the military, and it is clear that the JROTC curriculum instills the sort of values and attitudes in young people that will turn them into obedient, exploitable employees. Developments observed by activists in San Diego now make it clear that the JROTC program can also directly undermine the collective bargaining power of public school teachers. In 1992, when local groups began protesting the $800,000 budget for JROTC in the San Diego Unified School District, organizers attempted to involve teacher union activists in the debate. Unfortunately, members of the San Diego Teachers Association (SDTA) were unwilling to publicly criticize the program because, they said, the SDTA also represented JROTC instructors. It would be improper, they argued, for them to advocate termination of some of their own members' job slots. In February of 1996, after going without a pay raise for several years, 5,000 of San Diego's teachers went on strike. Despite the loyalty the SDTA had shown earlier to JROTC teachers, all 21 JROTC classroom instructors turned their backs on the union and crossed picket lines at the school district's 10 JROTC schools. At one high school only three teachers crossed the line, and two of them were the school's JROTC staff!

The money came from a $393 billion Department of Defense bill, which funds military construction and family housing, wages and other benefits for service members. Also Thursday, Congress granted $75,000 to the Fort Ord Reuse Authority to use toward building houses at Fort Ord. The money came from last year's spending bill for two congressional committees on which Farr sits. The policy bars U.S. aid to international groups that use their own money to support abortion, prohibits the lobbying of foreign governments on abortion policy and restricts doctors from suggesting abortion as a family planning option. The house has already voted to preserve Bush's policy. However, the Global Democracy Promotion Act of 2001, meant to reverse Bush's policy, was approved by a Senate committee at the beginning of this month. Senator Barbara Boxer, who proposed the Global Democracy Promotion Act of 2001, said that the policy shows the "growing opposition to this president's radical views on family planning." The Senate is expected to pass Boxer's bill this fall, but it is unlikely to become law. Bush has vowed to veto the measure. A recent analysis by the New York Post found that in New York City schools at least one student per day is sexually abused by a teacher or staff member. The Post analysis showed that 75 percent of the victims are girls.

Students need to submit a copy of their military orders and are asked to complete a retroactive tuition petition. As a general rule, the petition is approved at a 100 percent refund unless there are negative financial aid implications for the student. Students are advised as to what would be the most beneficial for their situation. Students who wish to continue their registration status while on duty have two options. The first option is to make arrangements with professors to take an incomplete for coursework instead of canceling, particularly for students who are receiving financial aid. The professor and the student must agree on a plan for completion and file the plan with the department. The incomplete should be extended until the military duty is completed.

AFROTC offers post-collegiate opportunities in more than 100 career specialties. Air Force officers are challenged with organizational responsibilities and experiences not often available to new college graduates. This program is for students who want to challenge themselves as Air Force leaders and managers while serving their country in a professional, high-tech environment. High school students seeking scholarships should review requirements and submit an application before December 1 of their senior year. The four-year program is divided into the General Military Course (GMC), primarily for freshmen and sophomores, and the Professional Officer Course (POC), primarily for juniors and seniors. At UMD, the GMC consists of a one-credit hour lecture and a 75-minute leadership lab every week. Even before Minnesota was a state, the U.S. government built a military outpost called Fort Ripley, seven miles north of present-day Little Falls. Hundreds of federal and state troops were stationed inside the wooden stockade. In the 1920s and '30s, the state bought land to build Camp Ripley in the same area. The camp's purpose was to train Minnesota National Guard troops for war. Seventy years later, Camp Ripley is considered one of the premiere Guard facilities in the country. It still prepares National Guard troops for battle. But the training has taken on new significance since the attacks of Sept. 11. Troops training at Camp Ripley in 1936.
