Latinos comprise the most sought-after group of prospective recruits in the land. For the past year, Secretary of the Army, Luis Caldera has been trotting the country, invading inner-city schools, telling tales of unlimited opportunity for Latino youth in the armed services. If careers in the military are a world of opportunity for Latino youth, why does it continue to hold true that only 3% of commissioned officers are Latino, as compared to their white counterparts who make up 81% of officers? [Army Times, 6/21/99] Furthermore, why is it that according to Army Times staff writer, Jane McHugh, "Most enlisted Hispanics are in the lower pay grades, with the biggest concentrations in the private first class and corporal/specialist ranks"? A glaring example of the poverty draft at work is in the case of Puerto Rico. On the island, unemployment is 13.5%, more than double the national average of 5% according to the National Center for Policy Analysis. In addition, wages and salaries are low, per capita income is $8,000 annually, compared to $18,000 in the poorest state, Mississippi. Thus, it is far from coincidental that, according to Jane McHugh [Army Times 6/21/99], "The San Juan and Aguadilla (recruiting) companies averaged nearly 900 Regular Army and Army Reserve recruits in 1998, and nearly 800 in 1997." To offer perspective, the average for the Army’s other 240 recruiting companies was half of these totals! This situation in Puerto Rico is but one case of what is happening in Latino communities across the land.

The school declared bankruptcy at the end of the 1999-2000 school year and announced it would close. Due to an outpouring of support from parents and alumni the school remained open and is currently reorganizing in order to recover from financial difficulties When Kemper Military School announced last spring it was unable to pay its bills and would close many people felt an unexpected sense of loss. Perhaps it was just the notion that something old and solid had faltered. After all, Kemper has been a Boonville institution for more than 150 years. "It's a sad thing to see it all go by the wayside. All those people on the wall, you kind of lose a place of identity with them and that's a terrible thing," says Timothy D. Hanna, a retired U.S. Army command sergeant major and Kemper's commandant of cadets. Hanna refers to hundreds of photographs of graduates which line the halls of Kemper's administration building. But more than the ranks of "Old Boys," the legions of former cadets of the school, Hanna says he mourned the closing for the sake of the current cadets. "I felt bad for the kids who don't have a better place to go and might not find a place to go," he adds. "I felt it was another thing society couldn't afford to allow to happen because I think there's a need for military schools more than ever before."

Coal barges compete daily with festive paddle wheelers ferrying pleasure seekers southward toward New Orleans. An observation point south of St. Louis boasts of a Spanish-American War cannon guarding the river traffic like an ageless sentinel. A visiting stranger might sense the ambience of a host of uniformed marching spirits parading with rifles reflecting the bright rays of an afternoon sun. I first stood here as a seven-year-old to scratch my initials like thousands before me on that cannon. The year was 1937 and from this vantage point I watched the muddy river lap at the railroad tracks below the green carpeted incline that rose steadily higher until it reached the confines of the Post Headquarters building. The river, both hypnotic and musical, brought life to the old stories of the frontier. This was Jefferson Barracks, now quietly reflecting upon an illustrious past; an army post carved from the American wilderness to furnish a military entourage for wagon trains carrying settlers to the westward prairies. As a boy, I recognized the names of soldiers who once paraded on these grounds Zachary Taylor, Robert E. Lee, Ulysses S. Grant, Jefferson Davis, William Tecumseh Sherman, Philip Sheridan, Joseph Johnson, Braxton Bragg. Peerless soldiers, one and all.
