Others wonder, Does the United States really have a teacher shortage The summer of 1998 might be a sign of things to come for recruiters who are busy trying to fill teaching positions across the United States. Some experts predict that over the next decade 2 million teachers will need to be hired in the United States. The current workforce is graying and retiring early, just as class sizes are being reduced, they say. Do the math, the experts entreat: "Graying" teachers = more retirements = additional teachers. Teachers, qualified teachers , are in demand and school systems are competing with one another to sign them on. Texas recruiters went to California to hire bilingual teachers after the passage of Proposition 227. In New York City, the Board of Education is recruiting math and science teachers from Austria. Some cities and towns are raising the ante, hoping that higher salaries will draw applicants for teaching positions. Other school districts sweeten their offers with hiring bonuses, reimbursement of relocation costs, and reduced or forgiven student loans.

Those are among the conclusions found in a recent Mississippi State study conducted by Peggy A. Swoger and Jack Blendinger that examined the impact of 1997-2000 state legislative policies on schools, teachers and students. Swoger directs the universitys World Class Teaching Program, while Blendinger is a professor of educational leadership. Mississippi, which just announced its 2002 list, ranks among the top 10 states nationally in the numbermore than 1,400of National Board of Professional Teaching-certified teachers. State legislative incentives for certification include a $6,000 annual supplement, reimbursement of fees for candidates who complete the effort and a statewide mentoring program available at MSU and five other universities. The year-long voluntary process for K-12 teachers is rigorous, requiring the development of an extensive instructional portfolio and the completion of a written test. During the time period covered by the MSU study, more than 1,000 Mississippi teachers earned certification.

While the objectives and requirements of the MTAI are still being taught, the state is in the process of developing another method of evaluation for teachers. There seem to be at least two alternate teacher assessment programs under consideration. One program is called Interstate New Teacher Assessment and Support Consortium, or INTASC. Since there has not yet been a replacement for the MTAI, Gunn Education Materials Center will continue to make it and example portfolios available until advised to do otherwise by the School of Education and Psychology.
