A disclaimer: I've been looking through this book after having already taken a graduate-level E&M course using the great and terrible D. Jackson text.So when I describe it as 'friendly,' take heed.

That said, I do think that Barger and Olsson's text is unusually fine.Many textbooks books start out with the equations and then go ahead deriving results like crazy, and usually that's fine.But here, before any results are stated at all, a simple historical experiment is often described.I found this approach to be delightfully refreshing.It brings undergraduate physics back to the scientific basis it should have.Even better, it gives explanations of how one might measue electric/magnetic fields, how to build a generator, and some antenna basics.If you want to figure out what E&M actually means for the real world, these are important things to understand--and not every widely hailed text (e.g., the idolized Griffiths) will give you that.

Of the undergrad textbooks I've seen, this is my favorite.It's clear, complete, and concise.

(Warning, however: it will not teach you vector calculus.You might want to review your Div, Grad, Curl, and All That: An Informal Text on Vector Calculus, Fourth Edition before trying this out.)

The bad sometimes drives out the good: so it seems to be with the other reviewers preference for Griffiths' terrible (but popular) text.Griffiths (compared to B&O) reminds me of what Frodo says of servants of the Enemy (compared to Strider):
"I think a servant of the Enemy would look fairer and feel fouler". Griffiths may look fairer than B&O, but B&O is taking the reader over the proper (but difficult) road rather than glossing over the problems and teaching less to "looking fair".If Griffiths' words and examples seem too simple and easy, maybe they are! If you aim to travel the hard road of E&M (rather than a weekend romp through the Shire), take "unfair" Strider (B&O) as your guide.

I used this textbook as a college undergraduate in the late 1980s and thoroughly hated it.I have since advanced my education in Physics, and have found MUCH better textbooks -- Griffiths' text on E and M is FAR better.

Barger's textbook is miles wide and millimeters deep.It resembles a book of mathematical formulas with practically no explanations or derivations.The notation is extremely difficult to decipher, and the book isn't arranged in any order.Topics are only loosely described, and there are few topics that are logically related.

You would do better to pass this book by.

Wording is ambiguous, explanations andproblem sets are unclear, and there are countless fundamental errors, bothconceptual and mathematical. When I browsed the Academic Press title, "Environmental Magnetism: Principles and Applications of Enviromagnetics", at the AGU meeting in San Francisco this past December, I thought the term 'enviromagnetics' was presumptous -- just like a Aussie-Canadian (Evans) to spam new techno-babble. That was before I put my credit card down (at a 20% show discount!) and cracked it open at my hotel. Kip was the required text for the E&M course that I took as a college sophomore.As I was an undergraduate physics major, I had an ambitious goal for myself in regard to the level of understanding that I strove for, so I read Purcell and Feynman's E&M texts at the same time.I must say, however, that Kip was the most helpful of three and I recommend it to anybody wanting to learn E&M.Kip uses only MKS units, so the potential difference is in the very familiar unit of volts--which I found comforting! In MKS Gauss's law is stated without the use of an extra 4pi--another aspect that was to my liking.The appendices include a discussion of divergence and the differential form of Gauss's law--which was also helpful.I recommend this book to anyone taking his first look at sophomore level E&M--or the professional scientist or engineer who just needs to brush up on Maxwell's equations.
