Extractions: HISTORY OF THE REGIONAL NURSING BODY At the First Conference of nursing Administrators of the West Indies held in Barbados in 1959, it was decided that there was a need for a Regional Nursing Body. This decision was taken because it was evident that (i) there existed in all the territories the same problems of recruitment, training and specialization, use of qualified staff, exchange of staff, status of profession and conditions of service, which could not be solved individually, (ii) there was need for an interchange of technical opinion and information that could bring about improvement of nursing services and maintain a high standard of efficiency throughout the Region; and (iii) such a group of technical officers working together would ultimately lead to a permanent organization being established. In order to assist nurses in the Commonwealth Caribbean to move towards the establishment of this Body, the commonwealth Foundation gave its sponsorship a Meeting held in Barbados during April, 1970. At the conclusion of the Meeting, the representatives from twelve territories in the Caribbean resolved that:-

It has a remarkable history, not least because of its rich gold mining heritage of the 'rush' years that started with the discovery of gold in 1861 by Gabriel Read. Its commercial relations with the West Indies began with a group of merchants from Halifax, Nova Scotia, who formed the Merchant's Bank in 1864, and were engaged in the thriving sea-going trade between Halifax and the West Indies. In those days Canadian southbound ships carried mainly flour, codfish and timber, returning north with their cargoes of sugar, rum, cotton and spices. The bank's first venture south was Bermuda in 1882 followed by Cuba in 1899. By 1914, the bank's international network included Puerto Rico, Bahamas, Trinidad, Jamaica, Dominican Republic, Barbados, British Honduras (now Belize) and Grenada. In that same year, RBC purchased the British Guiana Bank that had opened in 1836. By 1984 the bank had opened a total of 15 branches in Guyana (formerly British Guiana) and in November 1984 RBC ceased to operate in Guyana. The Bio-diversity Centre in Georgetown, created to study Guyana's largely intact rain forest, was built with funds from RBC's operations in Guyana, since it was impossible to take them out of the country due to foreign exchange restrictions.

Preparing for the Second Strategic Plan For at least the past 70 years, governments in the English speaking Caribbean have recognized the need for a regional research system to meet the increasingly complex challenges of agriculture. At first the responsibility fell upon the Imperial College of Tropical Agriculture (ICTA) which carried out both teaching and research functions. Special schemes were inaugurated in 1946/47 for regional research in Soils, Banana and Cocoa. In 1955 a Regional Research Centre (RRC) was established. Its programme of research which had a heavy emphasis on the primary export crops was expanded to include: Food Crops, Plant Breeding, Stored Products, Herbicides and Statistics. In 1960 ICTA was merged with the University College of the West Indies (UCWI) to form the Faculty of Agriculture and the administration of RRC was transferred to the UCWI. The RRC was part of this arrangement when the UCWI became the University of the West Indies (UWI) by the Royal Charter of 1962. The RRC continued to be the responsibility of the Council of Ministers with a federal budgetary allocation.

Extractions: Caribbean Islands Caribbean Islands The relative stability characterizing the Westminster-style democracies of the Commonwealth Caribbean began to crumble in the late 1960s and early 1970s when Jamaica and Trinidad and Tobago were shaken by political violence. Until they began achieving independence, the Commonwealth Caribbean islands had been relatively immune from subversion because of the efficient protection provided by British security and defense guarantees. The Black Power movement (see Glossary) was behind much of the social disorder, although criminal violence also rose to unprecedented levels. Black Power activists almost succeeded in overthrowing Prime Minister Williams in Trinidad and Tobago in 1970, but government troops finally suppressed the revolt with the assistance of a planeload of arms and ammunition purchased from the United States and Venezuela (see Political Dynamics, ch. 3). Another small Marxist group continued to carry out terrorist attacks on the island for a few years. The leaders of most of the Marxist-Leninist-oriented opposition groups in the region were known to have had close contact with Cuba. Barbados and Trinidad and Tobago were particularly concerned about Cuban involvement in the indigenous Black Power movement. Virtually all of the Commonwealth Caribbean islands had at least one small extremist group that was an occasional security threat.

We must also work to improve the quality of life for the many people worldwide who are so adversely effected by such phenomena and give them greater hope and greater success in the future.
