Extractions: On behalf of my Delegation, I extend thanks to the Government and People of St. Lucia for being such gracious hosts. We appreciate all the efforts that have been expended in order for us to be afforded the high level of comfort and enjoyment we have been experiencing during this visit. I have no doubt that the warmth and charm of the island and the St. Lucian People will help to smooth and excite our minds as we deliberate on the various areas of concern to us all. The winds of change are indeed blowing throughout the world and our response to these changes will determine the future of the Caribbean Region. The fast pace at which we are expected to respond to these global changes serves to amplify the scale and magnitude of the challenges that lie ahead for this Region. As a premiere regional development institution, the CDB continues to carry out its development mandate with great distinction and to record numerous noteworthy achievements in spite of several threatening circumstances. However, there are uncharted waters to be navigated and many challenges yet to be conquered as we look to the CDB to play an even greater role in finding innovative solutions to the many developmental problems confronting this Region. We, therefore, welcome the various initiatives which the Bank has recently launched with a view to improving efficiency and productivity, and maintaining relevance. More specifically, we eagerly anticipate the full implementation of the plan which comes as a result of the recently concluded Operations Audit.

Extractions: Country Profile F rom a Colony to Independence. The first inhabitants of the islands were pre-ceramic people called Sibonay. They are believed to have arrived about 2,100 years ago from Central America. The next people to colonise the islands were the Arawak who originated from the Orinoco River area in modern day Venezuela. They in turn were followed by the Caribs, again from South America. The Arawaks and Caribs left far more remains than the Sibonay and there are many archaeological sites scattered around the islands. These sites are marked with piles of shells, pieces of pottery, and old flint tools and some rock drawings on St. Kitts. St. Kitts was called Liamuiga , or "fertile land," by Caribs which was a reference to the island's rich and productive volcanic soil. Since 1983 the main mountain peak, a 3,792-foot extinct volcano, is called Mount Laimuiga. Nevis was called Oualie - pronounced "OO-A-LEE" - by the Caribs.

A Condensed History Of Montserrat A Condensed history of Montserrat. Compiled by William G. Innanen. A great regionalearthquake in the Leewards. Jamestown, nevis, fell into the sea. . 1681 http://innanen.com/montserrat/history/1680-1690.shtml
Extractions: Hurricanes! A Condensed History of Montserrat Compiled by William G. Innanen [With parenthetical comments by the author -Bill] 1680-1690: The Leewards Federation Background: Montserrat is part of the Leewards Federation, which is lead by Governor William Stapleton. Montserrat has a local governor, called the Lieutenant-Governor who seems to have been of only marginal importance in this period. [Actually, the term "Governor" seems to have been fairly loosely used for a number of titles. -Bill] Stapleton seems to have done a good job of promoting the sugar industry, but was less than successful in trying to bring some uniformity to the laws, defense measures and revenues of the federated colony governments. [Uniting the Leewards or any other segment of the Caribbean seems to have been an impossible task, even up to this day. -Bill] By now Montserrat was well established as a sugar producing island, but was thought by the English traders to be failing as a trading colony. The island still suffered from a lack of labor. Many planters had to grow cotton and indigo as well as sugar to make ends meet. Trading ships seldom called at Montserrat and most export produce had to be transshipped via Nevis. The Montserrat Assembly, in order to assure sufficient gunpowder for the defense of the island, imposed a duty on all goods transported from the island. This duty was to be paid by the ship captains in gunpowder. [Now that's what I call a very *direct* tax! -Bill]

Extractions: Back to the Carib Aviation front page A Brief History Carib Aviation started in 1973 with a single 6-passenger Beech aircraft for the main purpose of transporting guests for the Coco Point Hotel between Antigua and Barbuda. The operation was known as "Barbuda Wings". This internal service did very well for the first two years. In fact, it did so well that a second aircraft of the same type was obtained and went into service in the second winter tourist season of 1975/6. It was at this point that the owners started to think about setting up their own maintenance arrangements rather than relying on LIAT engineers for their assistance on their own time. The airline rented space in the "Seagreen" hangar (Seagreen operated a single DC-3 freight aircraft) and hired a freelance mechanic. Up to this the airline had operated under a US registration because it was simple and only required an "A&P"-qualified mechanic to perform 100-hour inspections. It became clear that, if Carib Aviation was to continue operating within the British Caribbean, the aircraft would have to be registered in the State of Antigua and a more sophisticated maintenance arrangement would be required. A fully licensed engineer was therefore employed to accomplish this task.
