Our state law is just too complicated, a situation that could change this legislative session under the reforms of HB 298 relative to charter schools. What are these charter public schools, supported nationwide by school reform entrepreneurs? They are the new breed of public schools-purposeful, lower cost, independent public schools which must be accountable in order to stay open. Cost control, account-ability, student performance, parent choice, relief from over-regulation, financial efficiency, and true innovation in our public school system are reasons why this new public school model attracts bipartisan support nationwide. Several charters have been granted in New Hampshire but no schools have opened since our current statutory process requires ratification and funding by the local community. The procedures are just too complicated, the funding is too difficult, and the need to educate whole communities of voters as to the intricacies of the unfamiliar charter school model is impossible, according to groups that have tried.
