Slowly but surely, a revolution is brewing in the classroom. Education reform, long called for by parents, teachers, and politicians, has been given a boost by the growing use of computers and other technological innovations that have already helped to transform the workplace and home. Its primary purpose is to enable every student in the state to learn the necessary skills to obtain and maintain high paying, high skill jobs. As such, the state has promoted school-to-careers as a vehicle that helps employers articulate the skills that must be possessed by employees in their industries, develop programs and curricula to teach these competencies, and implement assessments to certify this knowledge. Over the past four years, the majority of recruitment has been aimed at large employers. Today, however, the state is refocusing its outreach efforts to target smaller businesses through local trade associations, chambers of commerce, and business groups. Context Located in the Mid-Atlantic region of the United States, New Jersey is demographically diverse. While it is the second most urbanized state and one of the most densely populated (8,115,011 people); the "garden state" is also known for its fertile farmland. The state ranks high in the production of almost all garden vegetables. Poultry and dairy farming make significant contributions to the state's economy. Traditionally manufacturing and services have been New Jersey's main job sources, however today technology, logistics, health care, financial, and entertainment sectors are the fastest growing industries. According to New Jersey's Council of Economic Advisors, more than 200,000 jobs in the state were created in these industries from 1989 to 1998.

Extractions: Superintendent's Message 2003 The Passaic School District faced a monumental obstacle as schools opened this past September. Since the state was not providing us with necessary funding to operate many programs we've implemented over the past several years, we had to cut $17 million before the 2002-03 budget was approved. After a painstaking budge review, our line by line itemizing enabled us to maintain the present staff level and adopt a balanced budget in compliance with the state's request. Despite financial setbacks, the district still managed to forge ahead with intended plans for our Early Childhood Program. The number of prekindergarten children enrolled in classes increased from 888 to 1,018 with 8l9 still on the waiting list. The district is looking forward to the three anticipated additions for early childhood classes at Schools 6, 3 and 7. The district's Strategic Plan for Educational Excellence (2002-07) is currently being updated. The Planning Team held a successful community meeting at School 6 to solicit input from all stakeholders on the proposed plan. The team anticipates the draft completion of the plan by early 2003, followed by another community meeting to obtain input prior to the final printing and dissemination. In the area of technology, Passaic Public Schools are above the state recommended student-to-computer ratio of 5:1 with 4.3:1 students per computer. Student attendance is now taken on computers throughout the district. In addition, grades are recorded online at the middle and high school with progress reports to be added online. Video conferencing will be utilized this year in Passaic High's math/science wing. Every elementary district teacher has the capability of creating a classroom web page so parents and students can access site for homework and projects posted in both English and Spanish. School nurses now have computer access to a student's medical history, including immunization records and medications.
