Guidelines for application begin on page three of this letter, but first we offer a few observations from the field: For the last few years, humane agencies have been focusing their efforts on feral cat management. About 70 million feral or free-roaming cats are estimated to be living in this country. Many groups, constrained by limited resources, struggle to control cat numbers with spay/neuter programs and community educational campaigns. In contrast, wildlife agencies and advocates want domestic cats out of the environment because of their potential impact on other native wildlife species. Both sides may argue about how to control populations, but would agree that the only way to abate the problem is to foster the human-animal bond. Caring about animals is different than taking care of animals. This is accomplished by educating owners on cat behavior, the importance of using pet identification, and increasing the availability of low-cost veterinary care and early spay/neuter. While attempting to address feline overpopulation in New Jersey, shelters have also been witnessing a disturbing trend with canines. Many facilities have found that there are a decreasing number of dogs available for adoption. Many of the dogs they do see and house in their shelters have such behavioral problems that they could never be placed into a new home. Hence euthanasia for dogs has been steadily increasing.
