Extractions: Volunteer and Education Information A group of 17 elementary and secondary school teachers from Native American reservations in New Mexico and Arizona are learning about some of NASA's most exciting missions. During a two- week educational workshop ending June 22, teachers from four different school districts are learning how to involve their students in the wonders of space exploration while preserving and celebrating their rich Native American traditions. Participating schools are: The workshop, hosted by NASA's Jet Propulsion Laboratory, Pasadena, Calif., at the JPL Educator Resource Center in Pomona, Calif., brings together two different worlds that view the stars differently. For one, the stars are a source of spiritual guidance, and for the other they are a means to learn more about age-old questions such as "Where did we come from?" and "Are we alone?" "Our role is to help these teachers come up with a plan that they can take back to their classroom," said Gene Vosicky, administrator for the JPL Educator Resource Center. "The plan takes into consideration all of their needs. Together, we work to answer questions and figure out ways to incorporate space science and technology into their curriculum."

The inequities of service and opportunity are graphically illustrated by telecommunications coverage most homes have television sets, far fewer have telephone connections. There are seventeen regional phone companies operating franchises in the state, many of them lacking the basic ability to provide bandwidth and access for simple phone services, let alone access to the Internet, broadband, or other proposed digital services. The biggest player, U.S.West, covers the prime areas of the Rio Grande corridor, but apparently finds no business incentive for extending into most rural areas. Education is an even better illustration. In a state that contains some of the most advanced research establishments in the nation (including Los Alamos and Intel labs), one-third of the population does not possess a high school diploma. And having failed to get one in school, there are alarmingly few opportunities to make up for it afterwards GED is available through public television, but there are said to be only twelve qualified GED testers in the entire state, and no money has been forthcoming to provide more.

They will need comprehensive assistance that is driven by the needs of families and children and that can provide tools and information to help them leverage all available resources in order to improve teaching and learning for all children. To that end, the Department is creating regional technical assistance centers to provide comprehensive, high-quality assistance and information. The Depart ment is also changing the way it relates to the field by shifting its focus from monitoring for compliance to providing support to enhance program quality. The Office of Elementary and Secondary Education (OESE), which houses the Office of Migrant Education, has a new organizational structure that is built around ten regional service teams. Existing program offices, including the Office of Migrant Education, will retain a small program base, but will provide most services to OESE grantees through teams that have staff with expertise in OESE's programs. This new structure signals a new relationship with states and local operating agencies. Rather than focus on providing program-specific advice, the restructured OESE will use cross-program teams to encourage and support state and local efforts to integra te services and collaborate across programs. In anticipation of this change, OESE began in 1994-95 to conduct integrated reviews of federally funded education programs. Integrated reviews are on-site observations and assessments performed by a team of s taff members from two or more program offices within the Department. Each focused on the progress of systemic reform efforts within a state and explored how individual federal programs fit within that broad reform effort. The Office of Migrant Education participated in all of the initial integrated reviews.

U.S. students and teachers were from California, New Mexico, Ohio, Texas, and Washington and Russian students and teachers represented high schools in the towns of Zheleznogorsk, Lesnoy, Novouralsk, Sarov, and Snezhinsk, the "closed nuclear cities" which are centers of nuclear research and development. The Critical Issues Forum, a unique program sponsored by the Compton Foundation, brings nonproliferation experts together with high school teachers and students to study the spread of weapons of mass destruction and methods to stop their spread. The year-long program begins with a summer teacher workshop in Monterey for curriculum development, and continues with a winter conference preparing teachers to present the curriculum. The objective of the curriculum is to develop critical thinking skills while promoting awareness of nonproliferation and disarmament issues. The activities developed by the CNS experts and teachers are designed to appeal to a wide range of learning styles and interests. Students investigate the topic under the teachers' direction and exchange preliminary versions of their final projects through the Critical Issues Forum website maintained at CNS (

Teachers are provided with information to develop curriculum that incorporates media literacy while students have the opportunity to create their own messages, often working with local artists in film and video production, Web design, photography and other media art forms. Finished projects are made available through local broadcast, live presentations, media centers and resource libraries. Belmont Senior High School Partnering with West Contra Costa County School District in this three-year project are the East Bay Center for the Performing Arts and other arts organizations in the Richmond area. The project targets students in three schools including Harbor Way Day School, an alternative K-6 school for students who have been expelled for behavioral problems. These students are at-risk, predominantly minority students whom conventional academic approaches often fail to reach. All students involved in Work of the Mind will transform the nature of their relationship to the popular media from a passive and reactive engagement to one that is active, discerning and positive.
