After the execution by hanging of nine members of MOSOP* in November 1995, Nigeria came under criticism from the international community and a number of Nigerian and foreign human rights organizations. The Provisional Ruling Council in power was induced by that criticism to amend certain special legal provisions, in particular the Civil Disturbance Decree (under which the nine MOSOP members had been sentenced) and the State Security/Detention of Persons Decree. The Provisional Ruling Council continued to implement its programme for the transition from military to civilian rule - as announced by the head of State in October 1995 - but failed to gain the support of all political factions in the country for it. Acts of violence increased during the year, and ethnic or religious rivalries were reflected in several intercommunal clashes. Beside pursuing its long-term activities, particularly those to promote knowledge of humanitarian law and advise on its implementation, the ICRC closely monitored developments in connection with the arrest and detention of political dissidents. It also continued its active support for the Nigerian Red Cross Society so as to strengthen its operational capacity and thus its ability to intervene in emergency situations, such as the intercommunal clashes and the meningitis epidemic in the north of the country.

Extractions: Professor James Giblin, Department of History, The University of Iowa Like the art of all peoples, the art of Africans expresses values, attitudes, and thought which are the products of their past experience. For that reason, the study of their art provides a way of learning about their history. Through the study of African art we can study the questions which have long preoccupied historians of Africa. This essay written by a historian who studies the African past presents an introduction to these questions. Its purpose is to encourage students to use their knowledge of African art to think about issues in African history. As students of African art begin to consider the African past, they must also consider how Western conceptions of "race" and "racial" difference have influenced our notions of the African past. These ideas, which have usually contrasted the presumed inferiority of black peoples with the superiority of whites, arose in Western societies as Europeans sought to justify their enslavement of Africans and the subsequent colonization of Africa. Historians now recognize that ideas of racial inferiority have inspired the belief that in the past African peoples lived in a state of primitive barbarism. At the same time, they have realized that many of the European writings which they use to reconstruct the African past such as accounts by nineteenth-century missionaries and travelers, for example are themselves tainted by these same notions of African inferiority.

Extractions: Nigeria CONTEXT Although human rights violations in Nigeria have been commonplace under military rule, 1993 was a particularly challenging year for Nigerian human rights groups. Former President General Ibrahim Babangida annulled the results of a presidential election, which would have brought the country back to civilian rule, and installed an interim government. In mid-November, Defense Minister General Sani Abacha forced the interim government to resign, effectively staging the seventh coup d'etat since Nigeria's independence. The regime banned all political meetings and associations. No timetable was set for the return to civilian rule. Throughout this crisis, the human rights community has banded together under a coalition called the Campaign for Democracy (CD). Riots erupted in Lagos in early July 1993 and the regime detained hundreds of protesters for a month. CD called for additional strikes and demonstrations. Human rights abuses during this time were widespread, including ethnically-based attacks, killing of demonstrators, detentions of activists and journalists, and interference with freedom of expression and association. The Nigerian press, known for being outspoken, came under even more fire from government authorities during the political crisis. The government closed down several magazine houses. Abuses by members of the police and security forces remain a persistent human rights problem. There are frequent cases of harassment and extra-judicial killings by law enforcement officers. Abysmal prison conditions have also been highlighted by the human rights community.

In the African Region of the World Health Organization (WHO), eradication efforts were accelerated following supporting resolutions by WHO's Regional Committee for Africa in 1995 (2,3) and the Organization of African Unity in 1996 (4). Nigeria, the most populous country in Africa and part of a densely populated West African area extending from Nigeria to Cote D'Ivoire, is critically important to the global polio eradication initiative. This report summarizes 1) the success of National Immunization Days (NIDs) *; 2) the establishment of acute flaccid paralysis (AFP) surveillance; and 3) accelerated efforts to meet the 2000 target, including mopping-up ** planned for later in 1999. Routine Vaccination Coverage During 1994-1997, reported routine vaccination coverage with three doses of oral poliovirus vaccine (OPV) among infants aged less than 1 year nationwide remained at low levels: 34% in 1994, 29% in 1995, 21% in 1996, and 25% in 1997. These suboptimal coverage rates varied substantially by state within Nigeria. National Immunization Days In 1996, Nigeria initiated NIDs, and reported nationwide OPV coverage was 47% after the first round in November and 75% after the second round in December (5). In 1997, nationwide coverage was 76% following the first round of NIDs and 94% after the second round (6). Nationwide coverage of the third NIDs was 100% in the first round in November 1998 and 108% in the second round in December 1998 ***. In 1998, reported coverage during round one ranged from 63% in Imo State to 147% in Katsina State.

On May 30, Ojukwu proclaimed the secession of the Eastern Region and the formation of the Republic of Biafra. Soon, fighting broke out between the federal and the Biafran forces. Although the Biafran forces fought well and hard, by early October the federal forces had captured Enugu, their capital. The various ethnic groups in Nigeria had different patterns of government. The Hausa-Fulani, Igbo and Yoruba in particular had each established political systems that were distinct. Evidence of contact between the peoples on the northern part of Africa and Nigerians can be found in the legends of some ethnic groups. The Hausas, for example, 'have a legend which traces their ancestry to migrants from the Far-east. So also does a Yoruba legend. One can assume that as the Sahara began to desiccate, some of the groups who lived in what was changing into an inhospitable region moved out. The few who probably moved south into what became Nigeria would in turn displace those already living there, forcing the latter to repeat the process elsewhere. The Benin Empire Kanem-Borno Empire Hausa States To the West of the Kanem Borrio empire, were Hausa states. The Hausa legend of a common origin also idenifies seven of the state - Biramo, Daura, Gobir, Kano, Katsina, Rano and Zauzau - as the oldest, while another seven - Gwari, Yoruba, Kebbi, Kororofa, Zamfara, Nupe and Yauri - are regraded as relatively more recent. The Hausa states were not united until the opening years of the 19th century, although in the 16th century the borders of the Songhai Empire extended to some of the western states. Nevertheless, their geographical position enabled them to thrive and prosper, for they were able to exploit the agricultural potentials of the northern region and to carry on a vigorous, trade with caravans from across the Sahara as well as with the people of Southern Nigeria.

Igbo survivors of the northern violence fled back to the southeast and formed the independent state of the Republic of Biafra. The Nigerian government refused to yield control over the oil-rich southeast region, and the Biafran War ensued.

Extractions: University of Virginia South Asianists had earlier achieved a considerable degree of organization in the region, largely through the outreach activities of the National Defense Education Act Title VI center at the University of Virginia, led by historian Professor Walter Hauser. There was also a Southern Atlantic States Association for Asian and African Studies (SASAAAS), oriented more toward teaching and public outreach than the SSRC Seminar program, but nonetheless illustrative of the possibilities of a regional organization in the enthusiastic participation it enjoyed. There was also interest in forming a less structured Southern Association of Africanists in the region, led by Ann Dunbar and others in central North Carolina, and focused on teaching outreach. Ann Dunbar organized the last meeting of the Seminar's first year at the University of North Carolina on April 20, 1974, focused on discussion of Rodney's How Europe Underdeveloped Africa, with copies provided to all members. Akpan (South Carolina State College) and Nyang presented papers, with comments by Sagay and Thornton. (See report to SSRC, Appendix IId.) Expenses totaled $308.99. On the strength of the benefits that all participants felt they had gained from the Seminar's first year, and indications of continued sponsorship from several institutions in the region, the group resolved to apply for an extension of the Seminar's SSRC funding. All the papers from the year were filed with the Library of Congress through the chief its Exchange and Grant Division (Nathan R. Einhorn).
