As Western state economies transform themselves and demand an ever-increasingly skilled workforce, it is imperative that public schools be able to respond quickly to ensure students receive an education that prepares them to succeed. Federal education programs should address the unique needs of individual states to offer an education best suited to the demands of the modern economy. 2. Federal education programs need to be more results-oriented, holding states accountable for outcomes are children safer, healthier and better educated rather than focus on process-oriented accountability. 3. States receive federal education funding through multiple funding streams that sometimes make it difficult for states to combine, redirect and target federal education funds where they will have the greatest impact on student achievement and safety. In response to concerns about federal regulations, Congress in 1999 expanded the Ed-Flex option to give all states a greater ability to apply for waivers from some federal education regulations. While a welcome step in the right direction, Ed-Flex includes only a limited number of federal education programs, and does little to reduce the bureaucratic reporting burdens faced by schools and states.

This year, NEA President Reg Weaver will speak to the delegates on what's happening to public education at the national level. A middle school science teacher and 35-year classroom veteran, Weaver is a native of Danville, Illinois, where he attended a segregated school for part of his elementary school years. As an adult, he rose through the NEA ranks serving as a local association president in Harvey, IL, then president of the Illinois Education Association. He served on the NEA Executive Committee from 1989-1995, and for the past six years has served as NEA Vice President. Weaver, an outspoken advocate for public education, was elected President of the 2.7 million-member NEA last year. As the Association's vice president, Weaver logged tens of thousands of miles traveling across the country as an ambassador for public education. In a recent speech to the NEA Midwest Region Conference in Sioux Falls, SD, Weaver told the audience, "As an Association, our job is to make sure that all children have access to a quality public education. Let's make all schools the best as the best one."

SMGWW is a ten-week simulation of Wall Street trading that provides a framework for teaching students in grades 4-12 about the American economic system. Offered in the fall and spring semesters, SMGWW is played on the Internet and is designed for classroom use as a motivational tool to increase understanding of the stock market, the costs and benefits involved in economic decision-making, the sources and use of capital and other related economic concepts. SMGWW is an interdisciplinary teaching tool that allows teachers to create and direct learning in the classroom in a variety of disciplines. During the ten-week sessions, student teams invest a hypothetical $100,000 in common stocks on the New York and American stock exchanges and the NASDAQ Stock Market. Teams enter their transactions daily and receive weekly portfolios highlighting their trades, current holdings, brokerage fee, margin interest and team ranking. At the end of the ten-week simulation, the winning teams in the elementary, middle school and high school competitions achieving the largest investment gains are recognized. SMGWW is a free resource to North Dakota schools with funding provided through the Securities Protection Fund. The Stock Market Game was created and is provided by the Securities Industry Foundation for Economic Education, an affiliate of the Securities Industry Association.
