Truman Scholarship Foundationthe official federal memorial to honor our thirty-third Presidentawards merit-based $30,000 scholarships to college and university students who plan to pursue careers in government or elsewhere in public service, and wish to attend graduate school to help prepare for their careers. Truman Scholars participate in leadership development programs and have special opportunities for internships and employment with the federal government. The competition has been designed to benefit all participantsnot solely those selected as Truman Scholars. It encourages candidates to reflect on the needs of society they want to address professionally, to refine career goals and objectives, and to begin their planning for graduate study. Approximately 80 Truman Scholarships are awarded annually on the basis of merit to junior-level students at four-year colleges and universities. One "state" scholarship is available to a qualified resident nominee in each of the 50 states, the District of Columbia, Puerto Rico, and, considered as a single entity, the Islands: Guam, Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands. View PDF CDC's Role in HIV and AIDS Prevention As part of its overall mission of reducing illness and death worldwide, CDC provides leadership in preventing and controlling human immunodeficiency virus (HIV) infection by working with community, state, national, and international partners. CDC's programs include support for state and local prevention activities; a national public information network; education programs in the nation's schools; disease monitoring; and laboratory, behavioral, and epidemiologic studies designed to identify the most effective interventions to combat HIV. Major research and program areas include: Basic Science CDC conducts basic science research to enhance our understanding of the mechanisms of HIV infection and disease progression. This research ranges from the search for more effective diagnostic tools to applied research on immune mechanisms that may protect individuals from infection. Monitoring the Epidemic Since the epidemic began, CDC has worked with state and local communities to track the course of HIV and AIDS. CDC has numerous surveillance programs and studies to monitor the occurrence of HIV infection, disease, and death; behaviors that place people at risk; and HIV-related knowledge and testing behaviors. Navy Blasts Reef In Mariana Islands Two years ago, the U.S. Navy blasted the famous Coral Gardensof Rota an action that, according to a study done for thegovernment of the Commonwealth of Northern Marianas, hasresulted in $82 million worth of damage to the reef. The Navy's action has been the subject of several studies,but little publicity outside of the CNMI. One of the mostexhaustive studies was prepared by David Worthington, abiologist now with the U.S. Fish and Wildlife Service inHonolulu, and Mark Michael, operator of Dive Rota. In theirstudy, submitted in September 1996 to the CNMI's EmergencyManagement Office, Worthington and Michael call into questionthe need for the action as well as the process ofdecision-making that led up to it. Rota, an island about halfway between Tinian and Guam, wasoccupied by Japanese forces during World War II. Since then,unexploded ordnance has been known to exist in the waters offRota and other islands in the Mariana archipelago. AsWorthington and Michael write, "the presence of ordnance atthis site [the Coral Gardens] was not a secret to anyone," witharticles and pamphlets having publicized this. Yet, apparentlyacting on the complaint of a Japanese tourist who raisedconcerns after seeing what appeared to be UXO near the wreck ofa Japanese submarine chaser in the Coral Gardens area, of thesoutheastern coast of Sasanhaya Bay, the CNMI EmergencyManagement Office asked the Explosive Ordnance Detachment ofthe U.S. Navy for its recommendations.

Major ports of entry are Los Angeles' LAX, New York's JFK, Miami International, Chicago's O'Hare, and the San Francisco International Airport. Not coincidentally, Los Angeles, New York, and Miami also rank as the top three cities in the US with the largest problems with visa fraud, according to a consular officer at the State Department's Fraud Prevention office. Newly emerging hubs of entry include Atlanta, Cleveland, Houston, Orlando, and Washington Dulles. Atlanta's airport, for example, was chosen as the sole entry point for a Thai trafficker who brought in some 90 women during 1994 and 1995. He selected Atlanta because the city was then preparing for the Olympics and he believed the Thai women would blend in with the multitude of ethnic nationalities that were arriving during that period. Additionally, Atlanta was attractive because of the low number of Asian ethnic immigration officials working there. Other traffickers have flown into Toronto and Vancouver and transported the women overland into the US.
