In order to reduce duplication and streamline efficiency, Canada Customs and Revenue Agency delivers the NWTCB for the NWT as an integrated payment with federal child benefits. While the reinvestment arising from the 1998-99 National Child Benefit continues to fund the NWTCB, the 1999 and subsequent increases to the National Child Benefit Supplement are directed to the Healthy Children Initiative. It is estimated that 4,400 children in almost 3,000 families receive the NWTCB every month. This cash benefit provides a maximum of $330 per child per year for families with income of $20,921 or less in the previous year. The Territorial Workers' Supplement provides families that have at least $3,750 in working income the previous year, with maximum benefits of $275 for the first child and $75 for the second; the actual benefit is based on income.

"This agreement means that access to affordable housing will be easier for more people in the territories," said Deputy Prime Minister Manley about the agreement. "This signing follows the meeting of federal, provincial and territorial ministers responsible for housing in Quebec City, on November 30, last year, where we reaffirmed our mutual commitment to joint action on affordable housing. This bilateral agreement between our two levels of government means a great deal to those in need of affordable housing in the Northwest Territories." Minister Allen said he too was happy with the signing. "There is a need for more affordable housing in the territories and this agreement will help our funding go further. We will work to ensure the affordable housing needs of territorial residents are met for the longer term and this will be done by continuing our close working relationship with the federal government. "

    Extractions: The history of the political, constitutional and territorial evolution of the Northwest Territories is closely tied to the history of Saskatchewan Manitoba Alberta , the Yukon Territory and Nunavut . To understand the evolution of the Northwest Territories we know today, we must examine the territory's complex history. The exploration of the Far North centred largely on the search for the Northwest Passage, a water route over North America that could potentially be used as a trade route to the eastern hemisphere. European exploration of the Arctic began in the mid 1500s and continued until the early 20th century. It would lead to a greater understanding of the geography of Canada's North and of the value of the natural resources found there. In 1897, Wilfrid Laurier's government was the first to take concrete action to assert Canada's sovereignty in the Arctic Archipelago. Prime Minister Laurier sent William Wakeham there to establish Canadian jurisdiction. From 1903 to 1911, the expeditions of A. P. Low and J.-E. Bernier maintained a Canadian presence in these isolated territories.
