Extractions: Prepared by Lynne Carter Hanson Background/Summary There are many technologies coming into use by the scientific diving community that are beyond those traditionally used by scientific divers. Many of these new technologies are not new at all, but have a long history of industrial and other diver group usage (e.g., NOAA use of NITROX). When adopting additional technologies into the repertoire of scientific diving, a variety of mechanisms have been used which range from personal discussions to the convening of a workshop (e.g., American Academy of Underwater Sciences' Workshop on Diving Computers) and development of standards for and by the community. The four perspectives concerned with additional technologies and mechanisms to deal with them are: The ship operator with overall responsibility for over-the-side operations; The scientist with his or her need and desire to accomplish good science; The scientist's home institution with its concerns for safety, liability, and reputation; and The funding agency which is responsive to community demands and at the same time responsible for (among others): safety, finances, and precedent setting issues.

Extractions: Faculty Moss Landing Marine Laboratories (MLML) is located on Monterey Bay in the fishing port of Moss Landing, which lies in the fishing port of Moss Landing, halfway between Santa Cruz and the Monterey Pennisula. As a site for a marine laboratory, Moss Landing has a number of assets. The head of the Monterey Submarine Canyon, the largest such feature on the west coast of the Americas, is situated a few hundred meters west of the Laboratories. Scientists can work conveniently on a diversity of deep-water habitats in the canyon because 1000-meter depths occur within one hour's ship steaming time of the harbor. To the east of the Laboratories is Elkhorn Slough National Estuarine Research Reserve, one of the largest, relatively unspoiled salt marshes remaining on the Pacific coast. To the north and south, sand dunes, rocky intertidal environments, and subtidal kelp forests provide further valuable areas for scientific study. These features facilitate study and research in all disciplines of marine science. Operation of the R/V KA'IMIKAI-O-KANALOA, including hiring of the crew, ship maintenance, and logistics support, is the responsibility of the staff at the University Marine Center (UMC) at Snug Harbor under the supervision of the Marine Superintendent. The workshop participants read over the current Section 15 of the UNOLS Shipboard Safety Standards and discussed its advantages and disadvantages. There was agreement that the Section 15 needs revision and that it could be a primary vehicle for creating a clearer definition of shipboard diving authority and responsibility. There was little controversy over the exact direction that a revision should take. It was felt that the current Section 15 of the UNOLS Shipboard Safety Standards should be revised to- Clarify the definitions of authority and responsibility. Assist the Master's understanding by defining cruise participants' jobs. In this way the Master's task changes from having to get these things done personally to assuring himself that others have gotten them done. Include a requirement for appropriate personnel to provide the Master with a detailed precruise briefing.

Extractions: The research diving program of Scripps Institution of Oceanography, University of California, San Diego (SIO, UCSD) is the oldest of its type in the country. The first non-military class in the U.S. which taught the use of self-contained underwater breathing apparatus (scuba) was held by scientists for scientists on the Scripps campus during the summer of 1951. In 1952 two individuals died using university-owned scuba equipment. This led to the President's Office restricting diving to those who had been trained through the program at Scripps. A statewide committee was formed to address the problems of training, equipment standards, air purity, physical examinations, recordkeeping, and diver certification. The university decentralization of the early 1960's led to development, by the Scripps Diving Officer of programs on each of the other campuses. At the request of the President's Office, the Diving Officer also developed the first "University Guide for Diving Safety." This document, first published in March 1967, allows reciprocity between the various campuses, and is reviewed yearly by the campus Diving Safety Officers.
