The PPST must be taken by all students seeking entry into teacher training programs who do not meet the grade-point average (GPA) requirement. Baccalaureate degree graduates from accredited universities in the United States are assumed to have the basic skills competencies tested by Praxis and may be exempted from this requirement. Cut scores in each area, established by state educators, will be recognized by all teacher education institutions so that students who score at or above these levels, and who complete all other criteria, will be admitted to teacher education. Extractions: by Kenneth Daniel Despite the shrill voices of education officials in Kansas about an education "crisis", the numbers paint a picture of a very healthy institution, both in terms of results achieved and resources allocated. Overall, two areas stand out as being of concern. Kansas is 48th in the nation and worst in its region in terms of administrative costs. And, teachers' salaries are 41st in the nation and only average for the region. These two shortcomings seem to go hand-in-hand. Kansas schools should cut administrative costs drastically and devote those dollars to the classroom, including teachers' salaries. This does not mean that there is not a lot of work to do to make sure the total resources are distributed fairly. The taking over of school finance by the state in the early 1990's destroyed an established school funding system and gutted far more good laws than bad laws. Ten years later, the mess that resulted is far worse than the mess it replaced. There is plenty of money in the system if it is used correctly. From FY1994, the first year the new formula was in full effect, through FY2001, inflation was 20.3% and the increase in total enrollment was 2.2%. To stay even with inflation on a per pupil basis would have required an increase in funding of 20.7%.
