Based on evaluation of submitted material (detailed below), you may be granted one of the following Oklahoma teaching credentials. Completion of the exceptional child course would be required for the Standard Certificate. - or - This certificate may be issued immediately even if all Oklahoma requirements have not been completed. During its validity you would need to pass the certification test(s) and complete a two-semester-hour course in education of the exceptional child (statutory requirement) if you have not already met these requirements. Certification is ultimately contingent upon successful employment (district-level evaluation) for one year in an accredited Oklahoma school district. During this year an administrator will provide supervision and a teacher or appropriate colleague will provide assistance as needed.

Title II includes new accountability measures in the form of new reporting requirements for institutions and states on teacher preparation and licensing. The Oklahoma law requires that teacher candidates entering the teaching profession receive an initial license only after passing the following exams: OGET - the Oklahoma General Education Test OSAT - The Oklahoma Subject Area Test OPTE - The Oklahoma Professional Teaching Examination After the state aggregated the data from the twenty higher education units of teacher preparation located in the state of Oklahoma, OPSU received the results of the Oklahoma Title II Report. A number of broader educational reforms were phased in during the 1990s. Are results beginning to show? It depends on which reports you read. Some claim success, but others take a more sober stance. In his February 7, 2000, State of the State Address, Governor Keating talked at length about needed improvements in education. Painting a Rosy Picture The educational significance of these findings, however, is unclear. As noted by the Southern Regional Education Board (SREB), such reports fell into disrepute in the late 1980s when it was discovered that all states were reporting themselves to be above average on the basis of antiquated norms. Even if they had reached the national average of 21.0, the need for remedial coursework would not have been eliminated. Nationally, remedial courses are required for approximately one-third of entering college students as a result of deficiencies in their pre-college education. It is a problem in Oklahoma and all other states. If the present rate of progress requires the kind of budgetary increases that reform has thus far required, the economic cost of educational improvement will be very substantial indeed.
