Bell Mobility Radio will be maintaining all existing Government analog radio communications while designing and implementing a new trunked radio network over the next two years. Once it is fully operational, the new network will integrate two-way radio communications among five public safety agencies: the Ontario Provincial Police, the Correctional Services Division of the Ministry of the Solicitor General and Correctional Services, Ministry of Health ambulance services, Ministry of Natural Resources fire-fighting and conservation enforcement, and Ministry of Transportation highway safety and enforcement. Presently, each of these agencies operates its own, separate radio dispatch system. "Our primary goal is the enhancement of public safety and the safety of our front-line personnel," said Solicitor General and Minister of Correctional Services Jim Flaherty. "This agreement with Bell Mobility will provide a province-wide, state-of-the-art radio communications network linking our emergency services, increasing their efficiency and reducing delays. By partnering with the private sector, the government will be able to equip our emergency services personnel with the latest in technology in a cost-effective manner."

Two separate committees, each set up by this government, have now emphasized the need for a well- resourced system of higher education in Ontario. The first report was delivered in 1996 by the Advisory Panel on Future Directions for Postsecondary Education, chaired by David Smith. The Smith report called for the government to bring per capita funding of Ontarios universities to at least the national average. Some of the regulations outlining details of the legislation have been released. Additional announcements related to large customers were made March 21st, but those regulations have not yet been published. Here is what is known so far. "Low Volume Consumers" price for electricity will have a price cap of 4.3 cents/kWh. Low Volume is defined as consumers who use less than 150,000 kWh per year. "Designated Consumers" will have their price capped at 4.3 cents/kWh. Designated consumers are municipalities, universities, schools, hospitals, special care facilities, apartments, condominiums and registered charities. See below for what the regulations say about Designated Consumers Businesses that use 250,000 kWh/year or less will also be eligible for the price cap of 4.3 cents. Low Volume and Designated consumers will receive a refund on commodity costs above 4.3 cents retroactive to May 1, 2002. This refund will be given whether or not a fixed price contract has been signed.
