From the supplier: Welfare recipients in Oregon are benefiting from the state's work-oriented program according to a Manpower Demonstration Research Corp study. The study compared the earnings and employment levels of participants in the work-oriented program and the traditional program. It was reported that compared to those in the traditional program, participants in the welfare-to-work program found jobs 11% more frequently, tended to work full-time, received health insurance from employers and had salaries which were 35% higher over a two-year period.

From the supplier: The state of Oregon has launched a new welfare reform program designed to make recipients work for their benefits. Called 'Jobs Plus,' the new program is still in the pilot stage and involves approximately 1,000 families in six counties. Under Jobs Plus, welfare recipients will earn minimum wage for up to nine months' work for private employers, who will then be reimbursed by the state with money which would otherwise have been paid out in benefits. The main advantage of the program is that it allows welfare recipients to work without losing health and child care benefits.

Excerpt: Metro, formerly known as Metropolitan Service District, is the regional governmental agency for the Oregon portion of the Portland metropolitan area. It is the only directly-elected metropolitan planning organization in the United States. Metro in its current form evolved from Columbia Region Association of Governments (CRAG) (19661978) and a predecessor Metropolitan Service District (MSD) (19571966). A statewide ballot measure established Metro in May 1978. It went into operation on January 1, 1979. In 1992 voters approved a home-rule charter that identified Metro's primary mission as planning and policy making to preserve and enhance the quality of life and the environment, and changed the agency's name to Metro. This charter was amended in November 2000 when Ballot Measure 26-10 was passed by voters. The measure eliminated the Executive Office and reorganized executive staff. Metro is governed by a council president (David Bragdon) elected region-wide and six councilors who are elected by district (Rod Park, District 1; Carlotta Collette, District 2; Carl Hosticka, District 3; Kathryn Harrington, District 4; Rex Burkholder, District 5; and Robert Liberty, District 6). Excerpt: The Portland Water Bureau is the municipal water department for the city of Portland in the U.S. state of Oregon. The bureau manages a water supply that comes mainly from the Bull Run River in the foothills of the Cascade Range east of the city and secondarily from the Columbia South Shore Well Field near the Columbia River. As of 2010, Randy Leonard is the city commissioner in charge of the bureau, and the chief administrator is David G. Shaff. The budget for fiscal year 200910 is about $148 million. In 1843 or 1844, William Overton and Asa Lovejoy, while traveling by canoe from Fort Vancouver to Oregon City, stopped to rest on the west bank of the Willamette River and agreed it would be a good place for a town. Laying claim to 640 acres (260 ha) of riverfront land, they founded what in 1851 became the incorporated city of Portland. Relying entirely on water from wells until the mid-1850s, Portland residents became concerned when polluted drainage from the city's growing number of houses began to contaminate the wells. In 1856, Pioneer Water Works, a private company, got permission from Portland's government to pipe water from Caruthers Creek to some of these homes. Twice changing hands and becoming the Portland Water Company, the business added new pipes and pumps to obtain water from Balch Creek and the Willamette River, but failed to meet ever-increasing demand for clean water. Based on water-quality surveys and engineering studies, the Portland Fire and Water Committee recommended in 1872 that the City build its own water system.
