    Extractions: t the beginning of the seventeenth century the Micmac Indians identified the territory of our municipality as "Gesgapegiag", or "rivers forming a large body of water with a strong current" in reference to our magnificent salmon rivers the Little Cascapedia and Grand Cascapedia, both renowned for their salmon fishing. On July 1, 1885, the government of Lower Canada legalised the Municipality of New Richmond, along with many others in Quebec with legislation that is still the basis of the creation of our municipalities. On December 13, 1969, New Richmond obtained its "town" status. The particular geographical assets were the primary factor in the cultural development of the multiethnic population in New Richmond. The first inhabitants were the Acadians. They numbered thirty-eight. In 1760 a few soldiers from Wolfe's army Eastablished in New Richmond. The Loyalists arrived in large numbers in 1784, followed by many Scottish, Irish and Jersey settlers, making the municipality Anglophone. The population in New Richmond today is 80% Francophone and 20% Anglophone.

Express-Marco is supposed to have already spent 2 M$ in railway equipment and railway maintainance. The deal was temporarly stalled for many reasons, including the opposition of the City of Disraeli. On the other side, many local industries are waiting for rail service to expand, particularly including Prolab, which want to build an oil-recycling factory at Black Lake and said they may build it elsewhere if they don't obtain rail access. On January 6th, 2000, Express-Marco officially acquired Quebec Central network from Canadian Pacific Railway.

    Extractions: A Lacolle Chronology as it pertains to the English Settlers The written history of Lacolle can be traced back to July 4th, 1609 when Samuel de Champlain and his entourage stopped briefly at the mouth of a small stream for a meal before continuing southward up the Richelieu River into the lake which now bears his name. In his journal Champlain refered to the location of the delta as "Lacole". When translated literally the term means the neck of a bottle or that which is above the shoulders. Under the French Regime little development occurred in the seigniories of New France. In 1733 the King of France granted the northern half of the Lacolle seigniory to Louis Denis de la Ronde. The southern two leagues were granted to Louis Leonard de Beaujeu. Both men served as French officers during the Colonial Wars. By 1741 both tracts were reclaimed by the Crown. In 1743 the southern half of the seigniory was acquired by David Lienard de Beaujeu, son of Louis. In 1752, David Lienard de Beaujeu was granted the northern portion with the condition that both tracts become one seigniory, 4 leagues by 3 leagues. During this period the land was known as the seigniory of Beaujeu. Gabriel Christie's military obligations prior to, during and after the American War for Independence caused him to be frequently absent from Quebec. While away, he maintained the management of his properties with the assistance of James Bell, a millwright settled in St. Johns. In 1784, Christie returned to Montreal after being away for about seven years. The Treaty of Paris, signed the year before, had drasticlly reduced the size of Quebec. It had also redefined the southern boundries of the seigniory of Lacolle.

In the USA, a NTHSB report is published in regards to Emergency Medical Services. It is the beginning of Advanced Life Support care given by Paramedics The city of Sainte-Foy starts its own ambulance service. An 180 hours EMT-basic training is provided to ambulance personnel assigned to Royal Victoria hospital of Montréal, by Dr. Monaghan. Joined later by Cohen in the fall of 1972 Bill 27 is passed on the protection of public health: It is the first law touching ambulance services in Quebec. In Saint-Jérome, M.Roger Halley takes the initiative of starting a training program for his ambulance personnel. Beginning of the television show EMERGENCY , which is the most important single event responsible for the evolution of the EMS system that exists all over the world today. Unfortunately, this show was never translated in French, and Quebequers never profited from this modern evolution en prehospital care. Parts of Bill 27 regarding ambulance services are put in place.
