He made an important speech in which he identified access to education as a key driver of productivity - particularly in Race Relations Amendment Act First, the framework of law, the basis on which we must build. We inherited a Race Relations Act inadequate in scope and flawed in application.So the strengthening of the Race Relations Act represented a great achievement of this Government. Lord Ouseley - Herman - I well remember your powerful and cogent case for changing the Act, and so we have outlawed racial discrimination in all the public functions not covered by the original 1976 Act.

But the solutions provided by each side are as bipolar as… well as bipolar as conservatives and liberals. Liberals tend to believe that the solution lies in government-funded programs that will correct the attitudes of Americans over time. Conservatives tend to believe in the age-old maxim: "Give a man a fish and he'll eat for a day, teach a man to fish and he'll eat forever." This elementary summation of these competing ideologies, I am sure, and rightly so, evokes images of red-faced congresspersons hashing it out over the pros (by the liberal congresspersons) and the cons (the conservatives) of affirmative action initiatives. Affirmative action programs, and the like, are solutions endorsed, in large part, by liberals to combat racial economic inequality. So, naturally, the question then becomes: What do the conservatives endorseother than opposition to affirmative actionin this arena? My attempt with this article is to: (1) identify the conservative vantage in regards to solving problems of racial economic inequality; and (2) illustrate this vantage by example. Correspondingly, the first section of the article is meant to set out the contemporary conservative philosophy in this context; the second section is intended to serve as an example of a racial conservative activist (though the men discussed in both sections are activists).

A recent decision by the 8th U.S. Circuit Court of Appeals in a case from Arkansas Doe v. Pulaski County Special School District shows how difficult it can be to assess the risk of violence from teenagers' conduct and to respond in ways that both stem violence and comply with the First Amendment's Free Speech Clause. The conflict in Doe centered on a letter written by an eighth-grade boy, J.M., about his former girlfriend, K.G. (the court's opinion identified the students only by their initials). J.M. and K.G. went together in seventh grade, but that summer, K.G. broke up with him to go out with another boy. J.M. vented his frustration by writing two letters stating that he wanted to molest, rape, and murder K.G. He wrote the letters at home that summer, and he kept them in his room. The letters were depraved, to say the least. David R. Hansen, chief judge for the appeals court, noted that one used more than 80 vulgarities to describe K.G. in only four pages. But the "most disturbing aspect of the letter," the judge wrote, was "J.M.'s warning in two passages, expressed in unconditional terms, that K.G. should not go to sleep because he would be lying under her bed waiting to kill her with a knife."
