Unfortunately, experience across the country has shown that although a federal/state program MAY pay for assistive technology devices or services, it also MAY NOT. Following is a list of concerns which staff of the RESNA Technical Assistance Project is most often asked to respond to. School officials say they just don't have the money to purchase the device... A school district cannot unilaterally rule out purchase of assistive technology. According to a letter addressed to a Maryland advocate, Ms. Susan Goodman, a school district MUST see that devices or services are provided IF it is required for the student to benefit from an Individualized Education Program (IEP), in other words, to receive a "free and appropriate public education." A student's need for assistive technology should be considered on a case-by-case basis. School officials say there's no place for assistive technology on the IEP...

Not as long ago as one would like to think, developmentally disabled persons were often institutionalized in places such as the infamous Willowbrook School in Staten Island, which closed its doors in 1987. Geraldo Riveras television cameras caught images inside its doors that sparked a public outcry across the nation, forcing politicians and policy makers to take action. In 1983, Governor Cuomo stated that Willowbrook, where living conditions amounted to human rights violations, must close its doors. In 1975, the State passed the Willowbrook Consent Decree, sparking a wave of reforms in the state and across the country.
