Entitled "Empires of Mystery - The Inkas, the Andes and Lost Civilizations", this "blockbuster" exhibition featured 3 mummies from Peru and opened on October 23, 1998 "in time for Halloween" (quoted from the Florida International Museum website). Phase 3: The April 7, 1999 NY Times article announcing the unearthing of 3 young Inca children from the Andes in Argentina prompted Yachay Wasi to enter the 3rd phase of its Inka Challenge and to send a press release on 21 April, 1999. Below are excerpts: "Native Americans in this country, Indigenous Peoples around the world and their allies are outraged at Johan Reinhard and National Geographic Society looting Inka Sacred Burial sites, for years in Peru and now in Argentina, in the name of science. They are taking advantage of the fact that Native American religions are not protected by law in South America as they are in USA. According to 1990 Public Law 101-601 "Native American Graves Protection and Repatriation Act," Dr. Reinhard and his associates are liable to jail sentence and heavy fine. Furthermore, in the eyes of Native Americans in this hemisphere and the rest of the 300 million of Indigenous Peoples around the world, these scientists are as criminal as the professional grave looters they claim to preempt.

The statement below was given and, as one of the topics of CSD-7 is Sustainable Tourism, the issue of "display of Indigenous remains" was approved by the Caucus to be included in its report at the conclusion of CSD-7 on April 30. It is a timely decision as the exhibit in Florida closes tomorrow. Desecration of Indigenous Burial Sites and Display of Indigenous Remains CSD-7 - Human Rights Caucus - April 23, 1999 "Indigenous Peoples have the right to manifest, practice, develop and teach their spiritual and religious traditions, customs and ceremonies; the right to maintain, protect, and have access in privacy to their religious and cultural sites; the right to the use and control of ceremonial objects; and the right to the repatriation of human remains. States shall take effective measures, in conjunction with the indigenous peoples concerned, to ensure that indigenous sacred places, including burial sites, be preserved, respected and protected."

Extractions: NAIIP News ~ Wednesday, February 7, 2001 M-DSamuel On February 5, 2001, in late afternoon, a few Indigenous representatives were invited to meet with Mrs. Mary Robinson, United Nations High Commissioner for Human Rights, for an exchange of views on the establishment of the UN Permanent Forum on Indigenous Issues. The meeting took place in the offices of the NY Office of OHCHR at the United Nations, hosted by Mrs. Elsa Stamatopoulou, Deputy Director of this office. A snowstorm prevented some of the invited participants to attend. During the United Nations International Year of the Worlds Indigenous Peoples in 1993, the Permanent Forum for Indigenous Peoples was called for by the Vienna World Conference on Human Rights in June of same year as one of the goals of the also proposed International Decade of the Worlds Indigenous Peoples (1995-2004), the other goal being the adoption of a Draft Declaration on the Rights of Indigenous Peoples (which is still pending). On April 28, 2000, the Commission on Human Rights recommended the Resolution to establish a Permanent Forum on Indigenous Issues (title was changed) which would report to the Economic and Social Council (ECOSOC). On July 28, 2000, ECOSOC approved this Permanent Forum (

"These documents contain inappropriate language, fuelling precisely the kind of hatred and racism the Durban gathering was meant to challenge," said Dimitrina Petrova, Executive Director of ERRC . "We cannot but deplore the fact that an event of such importance for Roma and other victims of discrimination was apparently hijacked by biased activists, forcing through their own agenda. The aggressive exclusion of Jewish participants by fellow NGO colleagues and the accompanying, blatantly intolerant anti-Semitic spirit plaguing the entire process, prompted us to firmly distance ourselves from this forum's unfortunate outcome. Along with numerous other organisations and individuals of goodwill, we will continue to press for a final conference text which faithfully reflects the purposes for which so many have come to Durban." ERRC was among the more than 50 NGOs, predominantly from Central and Eastern Europe, who co-signed the September 3, 2001 statement protesting the NGO Forum process and its resulting documents.
