But there are still dangers, particularly before and after riding the bus. It is important to remind children about safety on the street and on the school bus. There are about 440,000 public school buses that travel approximately 5 billion miles each year. Each day school buses carry around 20 million students to school and school-related events. (Accident Facts, 1996 National Safety Council) Since 1989 there have been about 411,000 fatal traffic crashes. Of those, 0.31 percent (1,291) were classified as school bus-related. Since 1989, 226 school-age pedestrians (less than 19 years old) have died in school bus-related crashes. Nearly two-thirds (66 percent) were killed by school buses, 5 percent by vehicles functioning as school buses, and 29 percent by other vehicles involved in the crashes. Since 1989, 5 drivers and 16 passengers have died in school buses providing transportation for purposes other than school or school-related activites (churches, civic organizations, etc.). In 1987, one such multi-vehicle crash resulted in the deaths of 27 occupants, including the driver.

Although school buses are the safest means of ground transportation, safety should still be a priority for the children walking to and from the school bus stops, and for the motorists who must share the road with buses. There are things that children, parents and drivers can do to make this a safe school year for Delaware students. If your children's bus stop is not near your home, walk the route to that stop with them until they are familiar with it. Make sure your child knows what time the bus is scheduled to arrive and make sure he or she gets to the stop early, so the child can avoid rushing. Children in a rush are less likely to follow safety practices. Children Wait for the bus in a safe place. Avoid horseplay that could cause you to fall into the street. Never run to or from the bus. Don't push or shove when getting on or off the bus. Learn about the "danger zone". That's a 10-foot wide area on all sides of the bus, where the driver cannot see you. When you get off the bus, step outside of the danger zone until you can see the driver's face. Only cross in front of the bus where the driver can see you.

In the course of these travels, however, only a small number of children are injured or killed in accidents. Based on a per-mile comparison, school buses are four times safer than passenger cars. Yet, even the smallest number of school bus-related deaths is unacceptable to the AFT and its members. The school bus drivers and other members of the AFT believe that more must be done to protect children. Are seat belts the answer? Some people have called for all school buses to be fitted with seatbeltsan idea that sounds appealing at first. But would the high cost of installing seat belts significantly improve bus safety? It's important to remember that the typical school bus already must comply with federal standards requiring strong, well-anchored, high-backed seats that are evenly spaced and well padded. In fact, federal safety standards require that bus interiors have this kind of energy-absorbing protection specifically to provide protection without requiring passengers to buckle up. These standards are part of the reason why the National Highway Traffic Safety Administration has concluded that "the safety record of school buses is outstanding."
