In regard to the two bills under reviewed by the Subcommittee, Dr. Evans said: The Administration has not yet undertaken a formal review of either HR 1071 or the draft reauthorization bill. We do, however, look forward to working with Congress on a reauthorization of the Sea Grant program that is consistent with the Administration's budgetary and policy goals. The Administration is interested in seeking reforms that will further promote merit-based competition and improve the effectiveness of the program. HR 1071, introduced by Del. Eni F. H. Faleomavaega (D-AS) and Rep. Neil Abercrombie (D-HI), would increase the authorization levels for the Sea Grant program to $100 million annually starting in Fiscal Year 2002. The draft bill, in contrast, would increase authorization levels for Sea Grant to $110 million in Fiscal Year 2004 and make other organizational changes. The current Sea Grant Program Act (P.L. 105-160), which expires in Fiscal Year 2003, authorizes $67.8 million for Sea Grant in Fiscal Year 2002 and $68.8 million in Fiscal Year 2003. The Administration has requested $62.4 million for Sea Grant in Fiscal Year 2002, an increase over the Fiscal Year 2001 appropriation for this program.

    Extractions: Portfolio III: Fisheries and Seafood Production Our Response Managing for Success Impacts Despite access to two major fishing grounds - the Chesapeake Bay and the Mid-Atlantic Bight - Maryland's historical preeminence as a fishing state has seen a sharp decline over the last two decades, largely due to the near elimination of the oyster fishery ( see portfolio ) and the continuing development of fisheries in other regions. Currently Maryland ranks 14 out of 33 coastal and Great Lakes states in terms of value of landed fish. While a variety of fish are landed commercially in Maryland, the value of the catch is dominated by only a few species - blue crab oysters and striped bass , which account for 83% of the total dockside value of landings. According to a recent survey, blue crabs alone account for 67% of watermen income from fishing. On the other hand, recreational fishing continues to thrive, and easy access of a large urban and suburban population to these fishing grounds results in Maryland's recreational fisheries being valued at $523 million annually to anglers. At a 5% rate of discount, the asset value of Maryland's recreational fisheries is estimated to be $13 billion. The challenges facing the region's commercial fishing industry are particularly demanding, and include biological, economic and social dimensions. These challenges relate particularly to the blue crab but include other species as well. For example, there is a lack of understanding of key biological factors, such as the life cycle, growth and development of the blue crab or how variables in the open environment affect the survival of juvenile fish such as shad. Economically, the region's commercial fishing industry faces variable harvests of such key species as the blue crab and, at the same time, increasing competition from as far away as Asia and Indonesia. Socially, local communities that depend on seafood-related businesses face rapid change and loss of their regional identity, as traditional seafood businesses deal with labor shortages, poor quality harvests and rising competition.

"We hope to build a foundation of factual information that can support dialogue aimed at evaluating the costs and benefits of various management options and be incorporated into policy development efforts." The bycatch symposium is the first in a series of fisheries-related educational workshops scheduled over the course of the coming year. Subsequent workshops will address property rights of fisheries management and the establishment of marine protected areas as a fisheries management tool. Tapping the knowledge and experience of the commercial and recreational fishing communities, state regulatory agencies, fishery management councils, environmental organizations, the National Marine Fisheries Service, and Northeast Sea Grant programs, the workshops provide a science-based platform for discussion aimed at resolving critical fisheries issues. Written summaries of each workshop will offer a focus for continuing discussion in policy deliberations. Sponsored by the National Sea Grant Program, the workshop series is being developed in partnership with Sea Grant programs in Rhode Island, New Hampshire, and Maine, where all three workshops will be repeated.     Extractions: Fisheries Because of Florida Bay's status as a premier nursery area for many of the state's most important finfish, any change in its quality is a cause for alarm among fisheries managers, as well as for the tens of thousands of commercial and recreational anglers who rely on the bay for income and relaxation. As a result, much of the research in the bay is being devoted to monitoring how changes in the water result in changes in fish populations. As a first step in getting a good picture of what's going on with the bay's fish, an ambitious sampling project using seines and trawls is now being conducted by the Florida Marine Research Institute (FMRI). "Our Florida Bay project is really part of the Department of Environmental Protection's statewide Marine Fisheries Independent Monitoring Program," said James Colvocoresses, a FMRI research administrator working in Marathon. "In the bay, however, the survey takes on even more significance because it serves as a way to help monitor the ecosystem."

    Extractions: Sustainable Fisheries Another project, led by Rich Novak, Charlotte County marine agent, has resulted in the placement of 360 reef balls under private docks and piers in Charlotte Harbor which should increase nursery habitat for estuarine species. Over 50 tons of concrete, a 70-foot barge and 200 reef balls have been sunk in the Gulf of Mexico to increase fishery habitat for reef fish such as grouper and snapper. At the international level, Florida Sea Grant has been active for more than a decade in advancing the science and technology of artificial habitats. From organizing international conferences, converging working groups and presenting invited keynote speeches, to the publication of a new book on evaluation of reef performances, Florida Sea Grant faculty continue to provide leadership in this field. Another Florida Sea Grant research project, led by Dr. Suzanna Smith, University of Florida, documented the effect of fishing regulations not on the fish stocks, but on the fishing families. A pre-net ban and post-net ban analysis documented a 20 percent decrease in the number of full-time fishermen and a 21 percent decrease in income from fishing. Coping strategies, personal and financial stress levels, social interactions and problems within the family and other changes related to the traditional family fishing business were also documented. This information will now allow fishery management councils and commissions to predict the human and social impacts of fishery regulations before they are implemented.
