Ryan today announced more than $1 million in grants to 14 communities and organizations for recreational trail development and maintenance projects. "Trails are increasingly popular destinations in Illinois for everything from hiking and bicycle riding to snowmobiling and horseback riding," Ryan said. "Many of these projects expand and improve the wide variety of trails found in the state, including improved access in some locations for all-terrain vehicle and off-highway motorcycle riders." Funding for the grants is from two sources. The federally-funded Recreational Trails Program (RTP), administered by the Illinois Department of Natural Resources in cooperation with the Illinois Department of Transportation , provides up to 80 percent reimbursement for an approved project's cost. The Illinois Off-Highway Vehicle Recreational Trails Program (OHV), funded through title fees paid by off-highway motorcycle and all-terrain vehicle owners, provides up to 100 percent reimbursement for approved project costs. RTP projects are recommended for funding by the Illinois Greenways and Trails Council, composed of representatives of statewide and metropolitan area user organizations with expertise in trails and greenways, with technical assistance by IDNR and IDOT staff. OHV projects are recommended by the Illinois Off-Highway Vehicle Trails Advisory Board.

Extractions: In the 12 years between 1987 and 1998, snowmobile crashes killed 1,046 people in Canada. A study of these fatalities found that vehicle operators accounted for over 80 per cent of the deaths. (Drivers represent just under half of highway traffic fatalities.) The data reveal a distinct high-risk profile: a male in his mid 20s or 30s who operates a snowmobile after drinking on weekend nights. A recent Ontario study which examines sports/recreational injuries in 1999-2000 highlights the severity of the problem. Almost half of hospitalizations involved motor vehicles. Of these, the highest proportion (one-third) were snowmobiles. Snowmobiling injuries were more severe and resulted in longer hospital stays than other recreational injuries. Alcohol was found in 65 per cent of those hospitalized for major snowmobiling injuries.

The primary goal of the program is to promote the safe and responsible use of ATV's. Only ASI certified instructors are allowed to teach the course. This non-mandatory program is available as an instructed or home study course. The Iowa Boating Education Course is designed to promote safe and responsible boating practices and to instill a sense of responsibility by making the students aware of their actions and the potential consequences of these actions. The course is designed to be a least. 6 hours long. Students must be at least 12 years of age and score a minimum of 80% on the exam to become certified.

Extractions: FACT SHEET Dam Characteristics The Wiswall Dam is located on the Lamprey River and is owned by the Town of Durham. The dam has an 11-foot high spillway and is 200 feet in length. It is a concrete gravity dam, built circa 1911 and is classified as a Class B dam, or one whose failure would present a significant hazard. Historic and Current Uses The dam was originally built to power early manufacturing activities at the Wiswall Mills. The Town of Durham (Town) purchased the dam in 1965 to secure the impoundment as a supplementary water supply for the Town and University of New Hampshire (UNH). The impoundment has been utilized by this system in four of the past seven years (1995, 1997, 1999 and 2001) for periods of two to nine days. Withdrawals have occurred when both the Lamprey and the nearby Oyster River - the Town's primary water source - are experiencing low flow conditions, yet demand is high due to the beginning of the UNH academic year in late summer and early fall. The impoundment supports a limited warmwater fishery for largemouth and smallmouth bass, horned pout, perch and other species. Nesting ducks, turtles and mammals use backwater wetlands. The dam?s impoundment also provides regional summer recreational opportunities such as canoeing and swimming during times when the river is too low elsewhere. The Wiswall Road bridge area just above the dam is considered a valued recreational swimming resource to the community. In winter, the impoundment freezes, providing opportunities for skating, ice fishing, cross country skiing and snowmobiling. Recreational and aesthetic value is significant for residential property owners along the impoundment.
