Jim Renkert attended the Western Chapter meeting of the IASA International Association Snowmobile Administrators in Stanley Idaho, March 14-15, 2001. He met state IASA representatives from Washington, Oregon, Idaho, Wyoming, Montana, and California. Also he met several different snowcat manufacturers and talked with the representatives from Maxi and Mogul Master trail groomers. The Maxi is quite popular. There is an International Snowmobile Congress meeting this June in Chicago. We would like to attend but it is not in our budget. He brought back grooming standards from California but we're going to have to call around for cost standards.

State Parks asked the people in attendance to do their work for them and figure out what was good about closing each area to snowmobiles. As we see it their definition of sharing is one-sided. They only want the snowmobiles to give up areas and the other recreationists to have complete freedom. Final draft for public comment will be ready near the end of the summer. Our grant request to help with the legal bills was denied. ISMA cites already spending too much money on legal bills.

Extractions: Snowmobile Regulations and Closures Forest road use regulations of the Forest Practices Code of BC Act allow for snowmobile operation on unploughed roads within provincial forests, unless such roads are closed for other purposes, such as wildlife protection or commercial heli-skiing. A person must not operate a snowmobile on a Forest Service road if it appears that the road has been snowploughed, or that the road is otherwise fit for travel by other motor vehicles. The maximum allowable speed is 80 km/h but any operating speed must be safe for the conditions. A person does not need to hold a drivers license issued under the Motor Vehicle Act or third party liability insurance while operating a snowmobile on Forest Service roads. However snowmobiles must be registered and marked with identification numbers (decals in British Columbia. Local agreement areas and legal closures are monitored and enforced by Ministry staff. This includes some additional 9 miles to the system on the west line that will now take travelers into Colona. The trail must meet the following criteria and be declared "open" by site staff, which will be posted at access areas and on the site’s telephone system (815/454-2328). To be declared "open" requires at least six inches of frost in the ground and four inches of snow on the ground. The trail on the towpath, as designated below, is signed. Snowmobilers may ride the ice at their own risk, when the trail is declared open, in the above referenced section. The water does not always freeze solidly inside the tubes. Riders using the ice should be aware that such things as ice conditions, ice skaters, and structures including tubes exist. Please be aware of and respect other people who may be using the Canal for other recreational purposes. Take care when approaching and crossing roads, and traversing trail tubes.

The National Park Service said Thursday it will immediately enforce existing regulations governing recreational snowmobile use in America's major national parks. The action will likely lead to a full ban on snowmobiles in these parks, a park service public affairs specialist said. "The time has come for the National Park System to pull in its welcome mat for recreational snowmobiling," said Donald Barry, Interior Department assistant secretary for fish, wildlife and parks. "Snowmobiles are noisy, antiquated machines that are no longer welcome in our national parks. The snowmobile industry has had many years to clean up their act and they haven't." Currently, 42 national park units, from parks to recreation areas to parkways, allow recreational snowmobiling. "Those 42 superintendents have been asked to enforce current regulations and that probably means no recreational snowmobiling (in the future)," said Gerry Gaumer, public affairs specialist for the NPS.

In the northern part of the state, the trails wind through snowy woodlands dotted with lakes and streams.
