State General Assembly approved and funded the South Carolina Partnership for Distance Education, which received much of its support from the Governor's S.C. Information Resource Council. The primary partners are public and independent higher education, PreK-12, business and industry, government, healthcare and libraries. In a predominately rural state like South Carolina, where new industry would locate if the workforce were better educated and skilled, the interest was high to improve educational opportunities for citizens in rural areas, especially places not located near a college or university.

Sanders, is an education organization with the mission to promote and support the continuous improvement of educational opportunities for all learners in the Southeast. In the last three years, in addition to its basic research and development work with over 170 southeastern schools, SERVE staff provided technical assistance and training to more than 18,000 teachers and administrators across the region.
