The program will provide beginning teachers with guidance from either a veteran or a retired teacher. However, school districts will have to use local funds if they decide to offer such a program because the legislature did not earmark any new funds. The state board of education will decide on the specific details of the program, including the qualifications of the mentor teachers. CONNECTICUT HOUSE PASSES BILL TO ALTER TEACHER RETIREMENT AGE. The Connecticut House of Representatives has voted to allow teachers to retire after 32, rather than 35, years of service. The early proposal was offered in exchange for reducing the state contribution to next year's teacher retirement fund by about $32 million, helping to close a large budget surplus. Under the plan, the years of service required for retirement would be 34 in 2004, 33 in 2006 and 32 in 2008. Critics of the bill say that the proposal could encourage several thousand teachers to retire early and create a critical teacher shortage. Advocates of the bill believe that the lower retirement age may encourage applicants to the state and may discourage other teachers from leaving Connecticut in favor of neighboring states where retirement limits are already below 35 years of service. The state Senate passed a similar bill last year.
