Rapid City's Dacotah Cement, the nation's only state-owned cement business, has been sold to a Mexican firm, Grupo Cementos de Chihuahua (GCC) for $252 million, in a deal pushed by Gov. Bill Janklow and approved in a special legislative session. Janklow persuaded lawmakers that the state could make more money by investing the $252 million than it could by staying in the highly competitive cement industry. Moreover, GCC has agreed to pay the state $3 million a year in state and local taxes and made assurances that it will neither lay off the factory's 221 workers nor sell the 12,000 acres of Black Hills land that come with the cement plant. The sale was controversial, however, especially because it was rushed through the Legislature months after several lawmakers were assured by the governor's staff that no such deal was in the works.

They can travel and study abroad at a whole range of universities. That is just one example of increased opportunities available to our students through these collaborative efforts," said Regents President Harvey C. Jewett, IV, Aberdeen. "When the Regents created these faculty councils a few years ago, we were asking for more efficiency from the universities and the faculty. Now we are also seeing greater accountability in performance, uniformity in course content and delivery, and increased opportunities for students." Faculty discipline councils were created in 1997 in education, foreign language and science. A business council was added in 1998. The Regents created councils in mathematics, information technology, and English in 1999. As one of its first tasks, each council inventories the courses offered by the Regental universities in that discipline. It then assesses faculty expertise and develops collaborative approaches to meet institutional and system needs within the discipline.
