This promise was formally extended to children with disabilities with the passage in 1975 of landmark federal legislation now known as the Individuals with Disabilities Education Act (IDEA). Public schools across the country today serve more than 6 million youngsters with a wide array of disabling conditions. Ever since its initial enactment, the federal law has included a commitment to pay 40 percent of the average per student cost for every special education student. The current average per student cost is $7,320 and the average cost per special education student is an additional $9,369 per student, or $16,689. Yet, in 2002, the federal government provides local school districts with 17 percent of its commitment rather than 40 percent, or $10.5 billion less than the law specifies. This shortfall creates a burden on local communities and denies full opportunity to all students with and without disabilities.

The reauthorization of IDEA had sent a stream of parents into IEP meetings asking for an assistive technology assessments for their son or daughter. The District had previously utilized a speech language pathologist one day per week and some outside agencies to do assessments and follow through in this area. The Special Education Director knew that she needed staff with a range of backgrounds (OH, LH, SH, etc.) to handle all the new referrals. It concerned her that in many cases assistive technology was purchased for individual students and not used effectively. She invited the staff and parents that she knew were knowledgeable about assistive technology to serve on a task force to get their input on training options. The goal was to build internal capacity to provide assistive technology services. With District approval, she set her plan in motion. First, all teachers and instructional service providers were asked if they would like to participate in a nine month staff development project to develop skills in assistive technology. Intermediate computer skills were the only pre-requisite. While most of the twelve who expressed interest were in special education, two were general educators who had kids with disabilities mainstreamed in their classrooms. Then teachers were asked to nominate several aides who they felt would be interested and effective if trained in assistive technology. Finally, parents were offered an opportunity to participate in the training along with the teachers and aides.
