The release of detainees was achieved under an initiation of the Sri Lanka Government, coordinated by the Ministry of Defence and was officially executed by General Lionel Balagalle, Commander of the Sri Lanka Army, assisted by the Attorney –General’s Department and Prisons Department, facilitated through the International Committee of the Red Cross (ICRC) in Sri Lanka.
