Extractions: Adopted in June of 1995, the Standards of Learning (SOL) outline expectations for students in the four core areas of English, mathematics, science, and history. Computer Technology standards are also included. Virginia's school children in grades 3,5, and 8, as well as those in certain high school courses, took the first SOL tests in the spring of 1998. The SOL tests are designed to show how well a child has acquired the SOLs in the four content areas or the course. The School Performance Report Card provides you with a wealth of information about your child's school, the school division, and the state. Important among this information is how well the school is performing in preparing students to be successful on the new SOL tests. In future years, schools will be accredited on the basis of this important factor. We must remember that Emerick participated in the SOLs tests for two consecutive years. They are rigorous tests, and Emerick has high expectations to strive to make improvements in daily course activities to enhance future test scores. "Don't rush to judge the long-term quality of your school based on these first SOL test results. All of Virginia's schools are provisionally accredited for 1998-99. As the schools of Virginia continue to focus upon the content of the SOLs and provide additional assistance to students, test scores will improve. The Board of Education has confidence in our public schools and our educators and is supportive of their efforts to improve academic achievement in the coming years. BACKGROUND In October 1996, the Virginia Department of Education awarded the contract for the SOL assessment to Harcourt Brace Educational Measurement (HBEM). HBEM worked with the Department of Education and educators in Virginia to develop the assessments of the SOL program. Potential assessment items were field tested in the spring of 1997, and a limited field test of additional items was conducted in the fall of 1997. SOL assessments were administered for the first time in the spring of 1998. Loudoun County also participated in a Direct Writing field test in December 1998, testing 664 fifth grade students drawn from nine elementary schools, and 348 eighth graders at one middle school.

Before he could get surgery, he fell down trying to reach his crutches and broke his left hip in the process. "I almost lost my legs," said Diondre, now a rising senior. Extractions: November 30, 1999 Introduction We, the faculty of the Graduate School of Education at George Mason University believe that high and rigorous academic standards are essential to improving Virginia's schools. However, we also believe that the current State-led education reform movement centering on the Standards of Learning (SOLs) actualized through a sole reliance on high-stakes standardized testing is seriously flawed, and that the accreditation system for schools which relies on student performance on these questionable tests should be reconsidered. Rather than labeling schools as failures and creating an upheaval in local school divisions, the state's policymakers should set aside the current approach to accountability and engage in a more inclusive and public discussion of ways to improve the education of children in Virginia's schools through incentives and assistance. At stake are students and schools that must succeed if Virginia is to maintain the vibrant, intellectual environment for which it has historically been known. We have many concerns. They range from the setting of the SOL cut-scores to the manner of reporting these scores which provide no diagnostic information that schools, teachers and parents need for helping children learn to the disregard of the wide-ranging socioeconomic differences among local school divisions. We have identified four major issues which we believe, if addressed properly, will create an incentive system in which all schools can improve.

Congratulations Patti! We made a proposal to our state delegate to have a study done that would look at this issue. We wanted the State to agree to modified testing for kids who follow a modified curriculum (this would include quite a few kids in special ed). That way, they wouldn't have to opt out. They would take tests based on the curriculum they're studying. The teachers would be accountable and the parents would have something to measure their children's progress by. We would also like to see another kind of diploma added to the system to go along with the "Modified SOLs". We hope this would help a great many kids in Special Ed go on to higher learning institutions. Right now an IEP Diploma won't get them anywhere. GO TO NEXT PAGE

Schroder, President, Board of Education Last year I provided a summary of requirements for students to earn a high school diploma as provided in the Standards of Accreditation (SOA), including testing requirements, to members of the House Education Committee and the Senate Education and Health Committee. At that time, the Board of Education had authorized more than 40 tests that could be substituted for the SOL tests given to students at the completion of high school courses in English, mathematics, science, and history and social sciences. I am writing you to provide a brief review of the requirements for high school graduation and an update on the Board of Educations approval of additional substitute tests, certifications, and examinations that may be used by a student to earn credits towards graduation. The Board of Education has established 28 academic credits that students must earn to be awarded a Standard Diploma. Beginning with students who were ninth graders in 2000-01, graduation with a diploma requires earning both standard units of credit by passing high school courses and verified units of credit by passing Standards of Learning (SOL) tests for specific high school courses.

TRUTH: It is a common, but untrue, assumption that high-stakes testing produces improved learning and student achievement. Test scores rise, in large part, because of more focus on expected test content and more familiarity with the tests. The SOL program will narrow instruction and undermine education quality as teachers are forced to teach to the tests and short-change the rest of the curriculum simply to raise test scores. Low-income, minority, limited English, and special needs students are especially subject to getting drill and test practice instead of rich and varied education programs. They are at higher risk of being denied diplomas or dropping out in frustration before reaching12th grade. High standards cannot be maintained and education improved for all simply by raising the stakes for students. That the school system works hard to teach students what they need to know and students are responding with phenomenal results on state-mandated tests. Of the 13 schools in Scott County, all but one earned full accreditation with many scores topping the perfect mark. Rye Cove Intermediate School received a provisional accreditation while the other 12 were fully accredited. Duffield Primary, Fort Blackmore Primary and Hilton Elementary each posted perfect scores on one part of the test. Duffield and Fort Blackmore students aced the English portion of the SOL while Hilton students achieved the highest mark on the mathematics part. A perfect score means every student that attempted the SOL test passed it with a 70 % or higher average.
