Heavy artillery shelling have targeted Hamashkoraib town and other eight locations on Sudan’s borders with Eritrea. Advanced military equipment and intense artillery support from within the Eritrean territory, have backed this blunt aggression. Moreover, the Zone (area) used as a base to launch the aggression against Sudan, is a completely inhabitable mountainous desert, lacking water, food and other basic supplies; and the only way to make these provisions available in this area comes from Eritrea. The Sudan has continuously shown its keenness to normalize and develop relations with its neighboring countries, especially Eritrea towards which enormous diplomatic and political efforts were directed, including the initiatives sponsored by the State of Qatar and the Libyan Jamahiriya. However, the Eritrean regime spared no effort to sabotage relations with Sudan by all means at its disposal including its direct support to the rebellion movement by providing training and weapons for its fighters. The Eritrean capital has, indeed, became a base for harboring the military commanders, and the political leaders of the rebellion movement.

Permission for nongovernmental human rights organizations has been granted infrequently and grudgingly, and credit taken for this "openness" at every turn. The Advisory Council for Human Rights, created by presidential decree in 1994, is advisory in nature but nevertheless responsible for all human rights activities in the country, according to its rapporteur Dr. Ahmed el Mufti. The work of the Advisory Council for Human Rights was previously part of the foreign ministry until 1992, when a small coordination committee was established to coordinate all activities pertaining to human rights in Sudan. In 1994 President Omar El Bashir issued a presidential decree replacing the coordination committee with the Advisory Council for Human Rights. The spokesman at the Sudanese embassy in the Kenyan capital, Nairobi, Muhammad Dirdiery, said the MOU provided, for the first time, for a verification mechanism to monitor all ceasefire violations. "In case of any violations, the party will have to surrender the area taken," he added. The monitoring team would consist of representatives from the government, the SPLM/A, the US, the UK, Italy and Norway, and they would start "immediately", said Dirdiery.
