    Extractions: Web: www.persecution.org Sudan Government Kills 11 in Air Raid Government Violates Agreement to Protect Citizens (Washington, DC - May 22, 2002) Sources in Southern Sudan report that at least 11 people were killed and more than 40 others seriously injured in an early morning air raid today that was carried out by the Government of Sudan's (GOS) National Islamic Front (NIF). Russian-made Antonov bombers dropped a total of sixteen shrapnel bombs on the Western Upper Nile village of Rier in Mankien county. Eyewitnesses report that the carnage was horrendous, with body parts littering the ground as molten pieces of steel ripped through the bodies of the helpless victims. The area targeted by the GOS bombers served as a relief center for the many thousands of displaced people of the region. The militant Islamic regime in Khartoum had agreed to protect the civilian population of the Upper Nile region as part of a mutual agreement signed in March between the GOS and the southern rebel forces of the SPLM/SPLA. This latest attack serves as another setback for the Bush administration, which has been attempting to negotiate a peaceful settlement to the 19-year-old bloody conflict that has taken the lives of nearly two million people, mostly Christians and others of indigenous religions. So far, the GOS has repeatedly violated confidence-building measures that were presented by US Special Envoy, Senator John Danforth, which included a humanitarian ceasefire to allow for immunization programs for children and an end to slave trading. Today's attack further violates an agreement brokered by the U.S. that was to effectuate a ceasefire between May 19-25. The ceasefire was to allow time for a US humanitarian delegation, led by President Bush's Humanitarian Coordinator for the Sudan Andrew Natsios, to travel to the areas of the Western Upper Nile, the Nuba Mountains, and Bahr el Ghazal to assess the humanitarian needs. Mr. Natsios is scheduled to be traveling to these areas on May 23.

Kwaje, Commissioner for Information and Official Spokesman for the SPLM/SPLA. The Government of Sudan (GOS), true to its character of habitual lying has deliberately carried out another aerial bombardment of a relief centre of Bieh in Western Upper Nile. The Bieh relief centre is situated 13 miles north of Leer town. Bieh is the relief centre where SCM/MSF and WFP operate from. Yesterday, February 20, at about 16.20hours, four GOS helicopter gunships targeted a huge civil population during food distribution by the WFP. Initial reports from RASS/SRRA and International NGOs as well as UN workers have confirmed that 17 people mostly women and children were killed on the spot and very many others wounded. However, it is reported that more people may die due to severe injuries. It will be recalled that a few days ago the GOS bombed the relief centres of Akuem, Koch and Nimni killing several people including children. Due to pressure from the international community, Khartoum issued varied statements on these bombings. These statements ranged from initial outright denial, claims of technical error and finally, an acceptance with apology. In their apology the NIF war mongers lied that they will not again bomb civilian targets. Yesterday's helicopter assaults prove that the regime's leadership cannot be trusted. They are determined to derail the peace efforts of the Government of the USA led by Senator John Danforth. An apology from the Government may be accepted, but it is not a remedy; what is demanded of Khartoum is total observance of the articles of the cease-fire.

The Sudan Historical Dictionary (Fluher-Lobban et al, 2002) informs that Dr. Maduot was born in 1939. He became a doctor, human rights activist, and political leader in The Sudan. He was elected to Parliament for a Bahr al-Ghazal district in 1968. He was an active member of the Khartoum-based SANU, working closely with his brother-in-law, William Deng, one of Sudan's most important nationalist leaders in the post-independence Sudan. After the 1969 October's Revolution, Dr. Maduot served in the cabinet and then was named Commissioner for Bahr al-Ghazal province (1971). After the Addis Ababa Agreement of 1972, Maduot became a member of the Southern Region High Executive Council and was elected to the Regional Peoples Assembly. With the April's Uprising that overthrew the Nimeiri's repressive regime, Dr. Maduot figured out as a political leader and human rights activist. He became leader of SANU - a constituent of the Union of Sudan African Parties (USAP) that is member of the National Democratic Alliance (NDA), the main opposition body of the Sudanese nation versus the NIF terrorist rule.

Both the government and SPLA say they will refrain from using human shields and "take all precautions to prevent the loss of human life." The two parties have also agreed that two "verification missions" will be established. One will be in Khartoum and the other will be in Rumdek in southern Sudan. They are empowered to "decide when an alleged operation warrants investigation" and to "independently" investigate, with the final decision to be "made by the chief of the relevant office." In addition to agreeing to refrain from attacks on "non-combatant civilians, churches, schools, religious premises, health and food distribution centers for relief operations," both the SPLA/M and Khartoum reached agreement on what had been an especially contentious issue: attacks on "objects or facilities indispensable to the survival of civilian populations or of a civilian nature."
