No community is immune from natural disaster. Beginning this year, DOE and the Federal Emergency Management Agency (FEMA) are helping communities prepare for disasters before they strike. In December 1999, DOE and FEMA signed an interagency agreement to work together with states and local communities on Project Impact. As part of this agreement, DOE's Rebuild America and State Energy Programs will work with FEMA to help communities increase their energy efficiency at the same time they reduce their exposure to natural disasters. Due to time and funding constraints, the report is qualitative and uses simple indicators of progress. The need to develop quantitative indicators and a more rigorous analytical approach is recognised and methodological refinements are being made by researchers in both universities and international organisations including Lawrence Berkeley Laboratory (Berkeley, California), ADEME (Paris, France), the World Bank, and the International Energy Agency. However the urgent need of the moment is for a concise, broad overview of the 'problem', a term used advisedly because progress in OECD countries towards sustainable energy since 1992 in most OECD countries has been limited and uneven. Since the bulk of GHG emissions are attributable to energy use, government climate change abatement programmes of Annex I countries are primarily focused on reducing CO2 emissions from fossil fuel combustion, improving energy end use efficiency, and reducing the energy intensity of economic activities (they are secondarily focused on increasing the capacity of carbon sinks, such as forests, and reducing non-energy related emissions of CO2, methane, nitrous oxide, and other GHGs). A lot can be learned about the progress of developed countries in working towards energy sustainability by objectively examining the record of performance of governments in implementing their national climate change programmes. This is especially the case because the UN FCCC requires Annex I parties to submit semi-annual progress reports ('national communications').

As societies look to the future, there is rising recognition that national securty doctrine must encompass economic security. Maintaining economic strength requires energy and a healthy environment to support and sustain it. Establishing stable supplies of energy at stable prices has been considered a security issue since the industrial revolution, a situation most recently accentuated by Desert Storm. David Criswell William Moomaw Energy is linked to virtually all forms of economic activity. It drives the turbines of industrialized societies and is the engine of development for lesser developed countries (LDCs). Economic productivity relies on energy and energy use affects and is determined by the environment. Sustainability, both environmentally and economically, had become the emphasis of development strategy as opposed to the focus solely on economic growth. This was highlighted by the United Nations Conference on Environment and Development last year, in addtition to the Brundtland Commission's report "Our Common Future". With the introduction of the steam engine, a shift was made to fossil fuels from fuelwood and work animals. Today, the economy's reliance on fossil fuels raises both political and environmental problems. The transformations in energy use that have occurred in the 20th century were prompted by the oil crises of the 1970s. These shocks to the global economy led to increased energy efficiency in industrialized countries, while LDCs faced mounting indebtedness. The oil crises also had the effect of, due to resulting energy consumption, decoupling economic growth and energy consumption in developed countries.
