My thesis considers long-term changes in the interrelationships among the region's local agrarian communities, the regional environment, and the exogenous forces of the world economy and the colonial state. It explains under what circumstances indigenous communities alter land management practices and social relations in the face of changing market forces, environmental uncertainty, and political transformation. Moreover, by carefully collating data collected from interviews with African informants with those of the European documentary sources, this analysis demonstrates how Usambara's inhabitants' changing relationship with nature led to ecological stress. A growing body of historical literature addresses the relationship between East African societies and the environment. Recently published case studies tend to view rural East African households and communities as part and parcel of local and regional socioeconomic networks designed to mitigate the effects of ecological crises spawned by drought and disease(1). By incorporating oral evidence, these studies represent a revisionist trend in rural history and attempt to broaden the analyses of more general works which rely exclusively on written sources(2).

Extractions: Making a new start The first step toward an Action Plan for Eastern Africa was a fact-finding mission to the region in 1981. Seven experts, including a land-use planner, a pollution expert and sanitary and industrial engineers, were asked to identify the main environmental problems of the region as they relate to management of marine and coastal resources and environmental quality. Another of their key tasks was to help the Governments of the region identify what they needed to carry out the Action Plan. A meeting of experts selected by their Governments (Seychelles, September 1982) prepared the first draft of an action plan, identified problems to be tackled as priorities, and invited UNEP to help in solving them without waiting for the formal adoption of the action plan. The workshop participants named 10 first priority regional projects which UNEP and United Nations agencies were asked to initiate during 1983. They included work on developing a network of environmental pollution laboratories, on providing training facilities for environmental control technicians, and on developing a network of oil pollution monitoring centres. Two other priority projects were concerned with assessment of the environmental impact of economic and social developments and a regional environmental education programme.

I am a 46 year old physician who has practiced in the Kalamazoo, Michigan area for seventeen years. From 1996 until 2001, I also served as the medical director for Hospice of Greater Kalamazoo. Outside of my medical practice I have a number of other interesting pursuits. For example, currently I serve as the Immediate Past President of the Historical Society of Michigan . I am also a long time volunteer at Portage Cable Access where I have produced several television programs. I have participated in overseas medical missions to Africa and the Caribbean. I have been active in the Kalamazoo County Republican Party for over a decade and have served the Party as a precinct delegate and as a delegate to the State Republican Convention. When I entered medical practice seventeen years ago, I never would have guessed that someday Id actually be serving in the State Senate! Times have changed however, and the advent of term limits in Michigan now creates open seats which allows new candidates, who are not career politicians, to step forward and run for office.
