Extractions: The most important paragraph in this new publication from the National Research Council is the following: As a result of our examination of the theory of action, the committee concludes that the theory needs to be expanded to make explicit the link between standards, assessments, accountability, instruction , and learning. In our view, standards-based policies can affect student learning only if they are tied directly to efforts to build the capacity of teachers and administrators to improve instruction. [emphasis in the original] In other words: "the standards movement," despite its obvious appeal as a vehicle of instant political gratification, will lead to increased learning only when coupled with painstaking, deliberative, and expensive programs building instructional capacity. The Committee on Title I Testing and Assessment was convened by the Board of Testing and Assessment (BOTA) and charged with a virtually impossible task: (1) assessing research on the use of testing and assessment for accountability, (2) examining the experience of states and districts in this domain, and (3) developing a decision framework that incorporates technical quality, effects on teaching and learning, costs and benefits, fairness, and other criteria for evaluating assessment strategies. Faced with the impossible, the committee chose the merely difficult and declared its goal to be "to produce a practical guide for states and local school districts to use in developing the systems they were creating under the Title 1 law."

Extractions: The Board on Teaching and Assessment (BOTA) of the National Academy of Sciences is considering the topic of teacher assessment as a future arena of investigation. BOTA has completed a number of studies about student assessmentincluding voluntary national exams and NAEP achievement levelsand now is investigating other areas of obvious importance to policy makers and educators. BOTA's mission is to use the knowledge and tools of the behavioral sciences for analysis of difficult issues in measurement and evaluation. Over 40 states are now involved in teacher testing even thought there is very little understanding of its consequences, so the Board, chaired by Robert Linn, will have little difficulty in concluding that assessment of teachers is a fertile and important topic. An exploratory colloquium on assessment and teacher quality was held on February 3 at the National Academy of Science. Willis Hawley, executive director of the National Partnership for Excellence and Accountability in Teaching (NPEAT) provided an overview of the status of teacher assessment; Kenneth Pearlman, district manager for measurement and selection systems for Lucent Technologies, Inc., and a member of BOTA, spoke from the perspective of employment testing in the private sector. Hawley expressed his concern that, as no test currently in use has been validated against student achievement, one should be cautious with regard to adoption and implementation of testing programs for teachers. He also called attention to the implications of a reduced teacher supplya surefire consequence of testing programs in the short runon the quality of teachers available to low income and minority students.
