Attendance to school is also a part of the Vermont Framework of Standards and Learning Opportunities, Vital Results 3.14a Attendance at all classes and class activities (including school field trips, fine arts and musical performances) is important to complete a successful school program. It is the student's responsibility to attend school except in special circumstances and with a valid excuse. Students missing from school for unexcused reasons will receive a disciplinary consequence. Academic penalties may also result. While parent, student and teacher input will be considered, the administration will make the determination of whether the excuse for absence is valid. EXCUSED ABSENCES FROM SCHOOL When a student is going to be absent from school for all or any part of the day, the parent/guardian should call the school at 655-3530 after 7:00 a.m.to report the absence to the secretary. This responsibility rests with the parent/guardian. This call will ensure the safety of your student and accuracy in tracking attendance. School personnel will call to follow up with parents/guardians if they have not called the school. Absences excused by the administration are defined as absences only for illness, family emergencies, court appearances, religious observations and medical appointments that cannot be scheduled after 3:00 PM. Students are required to have a written note from their parent/guardian explaining the reason for the absence and the dates involved. In accordance with School Board Policy 5128, when work is incomplete as a result of an excused absence, the student shall have at least two days for each day missed to make up the work.

In pursuit of this goal, we work collaboratively with city agencies and the community. Students who qualify for the Retrieval Program are those who were not enrolled in a high school at the beginning of the school year or by the 4.5 week mark of the semester. This initiative was established by the Norfolk Juvenile and Domestic Courts in an effort to help ensure mandatory attendance of all eligible students. A Truancy Court Task Force was formed in September of 1998. This task force includes members from the Court Citizens Advisory Council, Norfolk Public Schools, Norfolk Court Service Unit, Norfolk Community Services Board, and the Norfolk Division of Human Services. A view existed at the time that there was something faintly unsavoury about counselling and consequently the guidance counsellors early work was focused on dealing with discipline problems. Famously, one boys school used the staffing to create a sports co-ordinator. Once they reached a certain size, schools were guaranteed a permanent guidance counsellor position with two PR units (MUs) attached. All this changed in 1995 with the implementation of the Ministerial Reference Group (MRG) staffing model which removed any tagging of positions and delivered staffing in bulk for self-managing (and especially bulk-funded) schools to use as they wished. The result was entirely predictable; schools which were struggling to retain a broad curriculum (particularly after the MRG cut staffing in small secondary schools) sought to convert the guidance counselling time into teaching time . In 1999, the Ministry of Education reported on a survey that showed that three years after the implementation of the MRG the average guidance counsellor position had reduced to 0.8. There are at least two secondary schools in New Zealand which have dispensed with a guidance counsellor position altogether. It is clear that this erosion has not come as a result of any reduction in the need for the service as all the evidence is that the pastoral and guidance needs of schools are greater than they ever were and indeed many schools would argue that there is a need for increased guidance time in schools.

Extractions: Recognizing the correlation between dropouts and truancy, the Truancy Project uses a prevention-intervention model to support youth and families in the region and increase school graduation. The intervention model is a systems approach designed to help schools, parents and youth identify the issues resulting in truancy and create solutions and support systems to change behavior. Working together, a community intervention team and the family address the truant behavior in a way that is supportive, inclusive and consistent. The process begins with a letter sent to the parents/guardians when a youth has five unexcused absences. In the letter, the entire procedure is communicated to the family and youth, with clear expectations for improved attendance and consequences for continued truancy. Should attendance improve following the letter, no further action is necessary. Continued unexcused absence for two more days (a total of seven) triggers a second letter with a date and time set for the family to meet with the intervention team. Local community service providers along with the team, the youth and the family develop a plan that will keep the youth in school, help make up missed school work and identify outside supports for the family if necessary. Failure on the part of the family to attend the meeting and continued unexcused absences of more than ten days results in the school referring the case to Social Rehabilitation Services (SRS) and the States Attorneys office for court action. (Note: Because representatives of SRS and law enforcement are part of the community team and process, SRS and court action become real consequences for these youth.) However, the emphasis of the project is to successfully intervene to prevent legal action. Families encounter substantial support through the initial intervention and often see schools as a meaningful resource for the first time. The overriding goal is a successful intervention that will help keep the youth in school.
